Bac Giang creates business community’s trust by enhancing competitiveness

Enterprises hope that, through the DDCI project, management agencies and local authorities will find out the causes of shortcomings and limitations, and put forth thorough solutions to them, towards the delivery of the best and most suitable public services to meet the general development needs of the society.
Trinh Thi Thu Phuong, who is in charge of accounting and managing a business in Viet Yen district, said her company operates in the field of precision engineering and high technology. However, since its establishment, it has had to rent 10,000 sq.m of premises to build workshops at expensive costs.
The company has invested tens of billions of dong in leveling, building infrastructure, and buying machines. Although this industry tends to develop strongly, with many customers, the pressure from paying loan interest rates and land rent makes the company worried. The enterprise wants the provincial People's Committee, departments, and agencies to simplify land policies to suit the actual situation of the locality, thus creating conditions for investors to access and use land stably.
Talking about this issue, Standing Vice Chairman of the provincial Business Association Nguyen Duc Kha said that the DDCI aims to point out the pros and cons of the management quality of departments, agencies, districts and cities in improving the investment and business environment as foundations for authorities at all levels to improve their management quality, hence creating motivation for strong competition and contributing to building the image of a friendly, dynamic and open-minded administration.
In order have accurate, objective and full assessments, Kha said that it is necessary to do well the communication work, both for “those marked” including departments, agencies, districts and cities as well as “markers” who are enterprises, cooperatives, and production and business establishments. The results and efforts should be acknowledged while the shortcomings need to be assessed in a fair and constructive manner, helping leaders of state agencies understand the operation of their units, thereby selecting and implementing measures to better activities.

This is also important information data to support provincial, district and city leaders in identifying bottlenecks in the direction and management of departments, agencies, districts and cities. It is a tool to promote administrative reform, raise the quality of management, improve the business environment at the provincial level, support businesses in a practical and effective way, as well as minimize misbehaviour in handling administrative procedures.
Departments, agencies and localities need to further step up administrative procedure reform; review, amend, supplement or abolish regulations that are no longer appropriate or are hampering the operation of enterprises; publicize orders of procedures, standardise all documents and provide them free of charge to businesses. They should only require enterprises and investors to supplement and complete their dossiers once to ensure compliance with regulations.
