New ways to build friendly government in Bac Giang

BAC GIANG – Because building a friendly government is identified as one of the key tasks, the Party committees and authorities in Bac Giang province have had many initiatives to improve the effectiveness of this model.

Initiative for the people

Making 100% cashless payment of fees and charges via Viettel money is a new feature that the People's Committee of Quang Minh ward (Viet Yen township) has maintained since the beginning of this year at the one-stop-shop division.

Nguyen Thi Huong, Vice Chairwoman of the Ward People's Committee said: "With this method, when completing administrative procedures, people only need to pay by scanning the transfer code, without having to carry cash. Civil servants do not have to directly collect money, so it saves time and avoids loss."

Along with the above method, the one-stop-shop division of the People's Committee of Quang Minh Ward also established a team to guide people about the online public services.

In the past 10 months, in the ward, nearly 100% of administrative procedure records were received and processed on time and ahead the schedule. Notably, more than 99% of people and organizations were satisfied with the processing of administrative procedures here.

Based on the actual needs of the people, in August 2024, the People's Committee of Xuong Giang Ward (Bac Giang City) launched the initiative "Implementing signature authentication at home for the elderly and disabled, returning administrative procedure results at home for beneficiaries of social security benefits".

Besides, My Thai commune (Lang Giang district) implements the initiative “Work until all tasks are done". The officials and civil servants at the commune's one-stop-shop unit still receive and handle individual transactions, especially procedures related to the judicial - civil fields such as birth, death, marriage, certification after working hours or even at weekend.

Strive for many communes to meet standards

In 2024, the province strives to have 60% of commune-level units meeting standards of friendly government, of which, all localities that met the standards in 2023 must strive to meet higher standards.

Officials and civil servants of the one-stop shop unit of Quang Minh ward People's Committee (Viet Yen township) guide citizens to perform administrative procedures.

To achieve this goal, the localities have recently paid attention to ensuring criteria on facilities and staff, while making the results of building friendly government the key criterion in the annual emulation assessment and classification.

During the implementation process, some units have good and creative ways. For example, in Bac Giang City, right from the beginning of the year, the Standing Committee of the City Party Committee established delegations to conduct comprehensive inspections of the implementation of such criteria in 16 out of 16 wards and communes, thereby, directing departments, branches and specialized units of the City to increase support and guidance for wards and communes to implement the criteria in administrative reform and digital transformation among others.

In addition, the City People's Committee, wards and communes such as Hoang Van Thu, Xuong Giang, Dinh Ke, Tan Tien, Dong Son... also invested in building new and upgrading one-stop shop units then purchased additional equipment to ensure spaciousness, cleanliness and friendliness.

Similarly, in order to help cadres, party members, civil servants, public employees, and armed forces soldiers in the district better understand the meaning and importance of the model, Tan Yen district launched a contest to learn about building friendly government model in communes and towns for 100% of branches and party committees under the District Party Committee.

With the determination to build an increasingly practical and effective friendly government, localities in the province are actively implementing synchronous solutions to mobilize the participation and involvement of the entire political system.

The consistent highlight is always taking the people as the center, making the satisfaction of the people and businesses the goal to strive for in building friendly government.
