Bac Giang creates highlight for night economy

BAC GIANG – Well exploiting the potential of night economy will stimulate people's shopping and spending, contributing to local socio-economic development. Over the past time, Bac Giang City (Bac Giang province) has gradually developed this model. However, it still lacks highlights and yet to tap the strength.

Establishment of night city

In 2021, Bac Giang City issued a Plan on developing the night economy in the city in 2021 - 2030 period. The overall goal was to build the city into a vibrant and attractive destination which meets the needs of working, playing, entertaining, shopping, enjoying cuisine, experiencing nightlife as well as promotes consumption and develops local tourism.

At the same time, the City also identified 5 specific goals: Building one to two high-end commercial, service and entertainment complexes, including a system of stores, shopping and cuisine centers, accommodation, entertainment, health care and beauty services; establishing one to two separate vibrant night entertainment complexes; realizing one to two walking streets in the night economic planning area; forming one to two tours to visit historical sites combining with culinary, cultural and artistic experiences to serve tourists and residents; creating one to two unique and iconic entertainment, cultural, artistic, and landscape products at night.

To complete the goals, the municipal competent agencies have communicated and popularized the policies and orientations for developing the night economy to officials, party members, civil servants, public employees and the people of all strata.

Head of the City's Finance and Planning Division Tran Van Thanh said Bac Giang City is adjacent to many localities with large-scale industrial parks, hence attracting so many foreign experts and workforce on demand of accommodation.

Therefore, the city specified it is a main task to develop trade and service in the planning. The land funds for commercial and service infrastructure as the premise for the development of the night-time economy has been created in some areas to welcome investors.

Synchronous investment creates unique features for the urban area

Thanks to due attention and facilitation of the City People's Committee, the night economy has been developed with culinary, shopping and entertainment services initially formed on some streets. However, it has not yet established its own identity and mark.

The night food area at the Thuong River dyke in Tan Ninh residential group, Tran Phu ward becomes vibrant and sparkling with lights every evening. Vice Chairman of the Ward People's Committee Doan Anh Duong said: "The Ward surveyed and built a model civilized dike route. There are 5 households running food service businesses here. To make the scene more beautiful, households decorated LED lights, plant flowers and contribute funds to install equipment and children's toys".

Aiming for typical products and quality services, Tuan Mai Trading Joint Stock Company is researching and selecting more typical items; building cultural programs on weekends to diversify types of services to attract a large number of participants.

Currently the City has planned nearly 100 hectares of commercial and service land, including nearly 30 hectares to attract night-time economic development in Xuong Giang ward and the communes of Tan My, Dong Son, Tan Tien.

Some services are prioritized to attract investment and development such as: High-class hotels (5 stars), international markets, wholesale markets, walking streets, regional and international culinary services, green parks, high-class entertainment complexes.

According to Head of the City's Finance and Planning Division Tran Van Thanh, to develop the night economy sustainably, it is necessary to be fully aware of its role and have a legal framework to regulate appropriate operations.

At the same time, local authority needs to create a private space to minimize the impact of economic activities on the culture and local lives; diversify services based on effective exploitation of cultural and culinary values.

Therefore, the Division advised the municipal People's Committee to continue well planning; specifically identifying potential areas for developing the night-time economy and investing in framework infrastructure.

The Division also researched and proposed competent authorities to promulgate mechanisms to support investors in some types of services while developing diverse and synchronous products and services and soon putting a number of shopping centers, entertainment, culinary and performing arts services into operation.
