Pointing out shortcomings and limitations

Delivering a brief report on the results of the PCI ranking in 2019, Nguyen Cuong, Deputy Director in charge of the provincial Department of Planning and Investment, said that Bac Giang was in the group with good quality of economic management, with 64.47 points, up by 1.46 points compared to 2018, ranking 40 out of 63 provinces and cities, down four places against the previous year.

People come for administrative procedures at the one-stop-shop section of the Department of Planning and Investment at the provincial Public Administration Service Center.

In particular, six indicators saw an increase in their points, namely transparency; access to land; fair competition; dynamism and pioneering of provincial leaders; labour training; legal institutions and security-order.

However, Bac Giang had four indicators with declining points. They are market joining cost; cost of time; informal payments and business support services.

The reasons are that the procedure for changing the business registration yet to be publicised; officials failing to give clear and complete instructions on administrative procedures for enterprises; increased time of business registration; and the increased number of inspections in the year, with many overlapping contents.

Renewing way of thinking and action in performing duties

Sharing experience in improving the PCI, Nguyen Phuong Bac, Director of the Institute for Socio-Economic Development Studies of Bac Ninh province, stressed the importance of increasing initiatives in the process of realising component indicators.

After listening to the opinions, Duong Van Thai, Chairman of the provincial People’s Committee affirmed that PCI is an important index that gathers the opinions of enterprises to evaluate and rank the provincial government on the quality of economic management and the building of a favorable business environment for the development of businesses and people.

Through the implementation at departments, agencies and localities as well as the analysis and evaluation of experts, the main reasons for the low PCI are the way of doing and awareness of stakeholders in the the relationship between the State and enterprises and people; the inspection and supervision by the heads of the Party committees and governments at all levels.

With a determination to raise the PCI, the province set a goal of fixing the current shortcomings and limitations to drastically improve the PCI index from this year and subsequent years.

Specifically, the provincial People's Committee focuses on directing departments and agencies to implement component indicators more substantively; set up a working group to receive and process information and feedback of enterprises; and strictly punish officials and employees that cause troubles for businesses and investors in the process of production and business in the province.

The provincial Department of Planning and Investment should advise the provincial People's Committee to build a plan for implementation based on the comments of experts from the VCCI and provinces with high PCI. Departments, agencies and localities also need to proactively develop their own plans and work out specific measures to fix their limitations and weaknesses.

The Chairman of the provincial People’s Committee urged the business community to accompany the State agencies to build a truly transparent, healthy and fair business and investment environment; actively report shortcomings and any behaviors of civil servants that cause difficulties for businesses.
