The Party and People’s Committee in Dinh Ke ward implemented various solutions to develop and increase the coverage rate of volunteer health and social insurance by enhancing communication of policy and law on household health insurance to the residents, reviewing and localizing specific group of subject to have suitable appealing method.

Besides, they focused to build a system of qualified officials and staff at all levels who clearly know about the health insurance policies; actively cooperated with provincial Social Insurance and municipal Post Office to receive, handle and solve citizens’ issue arising when participating in the insurance.

After the Action month, the ward surpassed the assigned target on health insurance and covered 100 percent of students at local primary and secondary schools with health insurance in 2022 – 2023 academic year. Thus, Dinh Ke ward was suggested to be honored for their excellent achievement in implementing social and health insurance policy in 2022.

Besides, in Tho Xuong ward, Vice Chairman of the ward People’s Committee Dong Van Bang said they increased communicating on Zalo groups of families, promoting active role of social and health insurance agent in the area to persuade and instruct the citizens about the formalities.

The ward also recommended to present health insurance card to disadvantaged households. At the end of November this year, 99.88 percent of the local population were covered by health insurance, exceeding the set target.

Improving the service’s quality

Thanks to concentrated implementation of health insurance policy, over 99 percent of population in Bac Giang city are covered by health insurance. After the Action month, the figure surged to 99.72 percent, surpassing the goal assigned by provincial authority.

Actual execution had a lot of difficulties because it was hard to list the cases who were covered and yet to be covered by the insurance as well as specific rate in each ward and commune. The transfer of agent systems caused impact due to lack of staff, less communication time among others.

Head of the municipal Medical Division Chu Van Chung said: “To cover all population with health insurance, the competent agencies have cooperated with wards, communes, villages and residential areas to increase communication and persude the locals so as to create strong change in responsibility awareness. All units must collaborate with provincial Social Insurance to review the cases and families without insurance so as to call on their enrollment. The in charge staff should be reinforced with further administrative procedure reform and application of information technology into management and task execution to save the transaction time and cost as well as improve the serving quality”.

Recently, many wards and communes have called on joint efforts from all villages, residentail ares, socio-political organizations to communicate, review potential cases, persuade members of organizations to enroll in health insurance.

Also, they collaborate with Social Insurance and municipal Post Office to give detail instruction on document, procedure, rate of payment, benefits …to the people on demand.

Particularly, Dinh Ke ward strives to cover all population with health insurance within December by enhancing communication on loudspeaker system about relevant policies, procedures, benefits and responsibility; assiging staff on duty at weekend to receive and guide the citizen about the health insurance.

Nearly 90% of population covered with health insurance

More than 86.8 million people, or 88.99 percent of the population, had been covered with health insurance by the end of June, according to the Vietnam Social Security (VSS).

Currently, more than 1.8 million people with meritorious services were purchased health insurance by the State. The annual budget for this group is more than 1.46 billion VND.

Over 41,000 labours aided from Unemployment insurance fund

(BGO) – Implementing Government’s Resolution No.116/NQ-CP about supporting employees and employers affected by Covid-19 pandemic from Unemployment insurance fund (UIF), as of October 21, the Social Insurance in Bac Giang province paid for over 41,000 labours with total amount of 94.4 billion VND (4.1 million USD) (six rates ranging from 1.8 to 3.3 million VND per person).
