Early completion of the projects brings great benefits, particularly it will quickly promote and effectively exploit the projects. In fact, some slow projects required capital adjustment due to changes of material and labour prices. As a result, the local government had to spend more capital than the initial investment causing budget deficit.

In order to improve quality of the project implementation, the province publicized the bidding packages nationwide, thus the investor selected qualified contractors who have completed many projects on schedule and ahead of schedule to soon bring the projects into operation.

Particularly, the project to build the Center for Disease Control of Bac Giang province in Tan My commune, Bac Giang city valued at 186 billion VND (7.6 million USD) including 163 billion VND (6.6 million USD) from the Central budget and the rest from the provincial budget. The main items of the project include an 8-storey center building, a 3-storey building for methadone and HIV treatment and other auxiliary items.

The project will be completed within 495 days according to the contract. However, thanks to capital strength of the contractors in line with supervision of the investor (the provincial Management Board of Civil Construction Investment Projects), the project has been quickly constructed.

According to a representative of Duc Anh Joint Stock Company (the contractor), after 1 month of the project commencement with piling up and building foundation, now they are building the rough parts of the high buildings. The contractor will complete the structural parts of the central building, the rough parts of the building for methadone and HIV treatment by the end of this year. Disbursement of the planning capital in 2023 will reach about 100 billion VND (4.073 million USD), 1 month ahead of the schedule.

It can be said that the project quality in the province has been improved thanks to good selection of enterprises with big financial potential and innovative management methods of the local government.

Besides, Bac Giang prioritizes allocating fund for projects with fast progress, fosters administrative reform in capital disbursement and accompanies enterprises to timely surmount difficulties, thereby encouraging and motivating the contractors in implementing the projects.
