Bac Giang makes drastic solutions for provincial competitive index improvement

Duong Van Dien living in Hoang Van Thu ward, Bac Giang city came to the provincial Department of Planning and Investment (DPI) to apply for business registration certificate of Le Hong Duong Joint Stock Company operating in real estate in early July. Previously, Dien established a limited company in household appliances.

“This time the procedure for business registration certificate was proceeded more quickly and timely than 3 years ago. I was guided by the officials here to avoid coming back for many times”, said Dien.
In fact, in recent years, the business registration service at DPI has satisfied citizens. The staff of the Division for Business Registration seem to be busier when fulfilling their commitment to building the “friendly business registration” model. This is one of the important actions of DPI contributing to improving PCI.

PCI of Bac Giang in 2018 made a leap from the fair group to the good group in the ranking with the total score of 63.1 out of 100. However, it was down on the ranking from the 30th position to 36th out of 63 provinces and cities. The analysis of 10 component indicators of PCI shown several items with lower score than previous year, such as market penetration, transparency and government’s dynamism. |
According to Nguyen Vu Dien, Head of the Division for Business Registration, they work under the principle “progress-pressure-quality”. Sometimes, they have to work overtime to minimise time to issue business registration certificates targeting at 100 percent of business registration certificates proceeded online.
Particularly, it strives to get 85 percent of dossiers for new business registration certificates and 60 percent of re issuance of business registration certificates and then 90 percent.
Besides, they will implement the service to send results of the administrative procedures to the home address or head office of the enterprises and support enterprises with hotline, SMS Brandname and public digital signature services.

According to Mai Son, Chairman of the municipal People’s Committee of Bac Giang city, as Bac Giang city is home to many investors seeking for business opportunities, the city collaborated with the Center for Investment Promotion and Business Development of DPI to make the Plan to implement the activities to support enterprises and investors.
The province strives to be in top 15 provinces and cities nationwide in PCI ranking in 2020. To that end, the competent agencies need to boost administrative reform while facilitating enterprises penetrating the market and starting their business and production.

In which, it is necessary to apply e- connecting mechanism, e- office, file transaction via internet and providing online public services especially in the fields of investment, land, construction, taxation and finance.
In addition, Bac Giang portal and websites of the departments, agencies, districts and city need to timely update necessary information related to business activities of the enterprises. In which, it is necessary to publicise the planning, policies and mindsets of the State and the province in investment attraction, list of the projects calling for investment and selection methods of the investors with land use.
According to Nguyen Cuong, Deputy Director of DPI, it is significant for the departments, agencies, districts and cities to continue reducing time to deal with the administrative procedures especially the procedures for investment and business. Besides, it is essential to foster application of information technology in their operation while strengthening collaboration among public agencies and public agencies, enterprises and investors.
