Promoting leaders’ pioneering role

First of all, Party committees at all levels have thoroughly and widely disseminated the Resolution to Party cells. The Fatherland Front and mass organizations have promptly popularised the Resolution to youth union members and their members. The media agencies have also paid attention to dissemination so that officials, Party members and people are aware that improving the investment and business environment is a leading task and a breakthrough to develop Bac Giang in a fast and sustainable manner.

In the 2016-2020 period, the heads of agencies, units and localities were assigned a total of 393 key tasks by the Chairman of the provincial People's Committee and concretised them into 3,789 targets. These tasks were associated with the task of improving the investment and business environment. On a monthly, quarterly and yearly basis, the provincial Party Committee's Standing Board heard reports on implementation results and delivered timely directions.

Remarkable changes have been seen in the dynamism and pioneering role of leaders of the province, departments, agencies, and People's Committees of districts and city. The Secretary of the provincial Party Committee and the Chairman of the provincial People's Committee have regularly held meetings and dialogues with enterprises to directly hear difficulties and problems facing them and immediately direct relevant agencies to remove difficulties for enterprises and investors.

Pushing strong reform of administrative procedures

Administrative procedure reform was also a breakthrough in the past 5 years. Specifically, in the period 2016 - 2020, the Chairman of the provincial People's Committee issued 102 decisions announcing 8,748 administrative procedures applied in the province, with the processing time cut down by 25-30 percent compared to the Government regulations for administrative procedures with a handling period of 15 days or more.

The Chairman of the provincial People's Committee assigned departments and agencies to review and approve plans to simplify 89 administrative procedures in 14 fields. The provincial People's Committee decided to establish the provincial Public Administration Center and put it into operation on September 1, 2016, making Bac Giang one of seven provinces nationwide having such a center.

Bac Giang has also applied the electronic one-stop-shop software in handling administrative procedures in 19 departments, agencies, all 10 districts and city, and all 230 communes, wards and townships since 2015 (now 209 communes, wards and townships).

Attention has been paid to investment in building economic infrastructure serving investment attraction. The province completed the building of the Bac Giang - Lang Son section of the Hanoi - Lang Son expressway. The Ring Road IV (Hanoi) - section running through Bac Giang province is also under construction, with the entire main route and three branch routes opened to traffic on April 30, 2020.

The province has also developed mechanisms and policies to attract investors to implement transport projects in the public-private partnership (PPP) form such as the project to build Dong Son Bridge and roads leading to the bridge from both sides; and the project to build extended Road DT289 – section from Chu township to Dong Dinh.

Issuing many new policies

Another highlight is that the province promptly devised and issued a number of mechanisms and policies to encourage and attract investment; while supporting and creating all conditions for businesses to develop. Since 2016, the provincial People's Council and People's Committee have issued 224 legal documents, of which 57 are related to the operation of enterprises.

The above results have contributed significantly to promoting growth and socio-economic development, as well as shifting economic structure in a positive direction. The province's gross regional domestic product (GRDP) in the 2016-2020 period is estimated to grow 14.6 percent per year, higher than the set target (10-11 percent per year), ranking in the top group in the country.

The results of the implementation of Resolution No. 73 are an important premise for Bac Giang to make breakthroughs in improving the investment and business environment in 2021-2025, towards building the brand of "a friendly Bac Giang that accompanies enterprises" and making Bac Giang more attractive to domestic and foreign investors.

Competitiveness assessment helps improve investment and business environment in Bac Giang

Investment attraction to Bac Giang increases 36.1 percent in first 7 months

(BGO) – Bac Giang province has attracted total investment of 232 million USD in July 2020, doubling the figure at the same period last year. In accumulation, the province has lured 896 million USD for 7 months, making up 36.1 percent year on year increase.

Bac Giang draws investment capital of over 668 million USD in 5 months

(BGO) – Bac Giang province has licensed and adjusted 87 projects for the first 5 months in 2020 with total newly registered and added capital of 668.3 million USD, accounting for 89 percent comparing to the same period last year.
