PAPI results have been jointly measured and announced by the United Nations Development Programme (UNDP) in Vietnam and some other agencies since 2009.

Of which, it gained highest scores at 5 dimensions in the groups of centrally-run provinces and cities including participation at local levels (5.5787 points), transparency in making decision at the locality (5.687 points), vertical accountability (4.3875 points), control of corruption (7.1515 points) and e-governance (3.4825 points).

It gained medium-high score at public administrative procedures dimension (7.3001 points) and medium-low score at 2 dimensions of public service delivery (7.4286 points) and environmental governance (3.3046 points).

After 2 years (2021 and 2022) excluded from the PAPI ranking list due to the report data errors, Bac Giang province was ranked 10th nationwide in 2023, up 3 places compared to 2020. According to the national rankings, Thua Thien Hue province topped the nation with 46.0415 points followed by Thai Nguyen province with 45.7875 points and Bac Ninh province with 45.7047 points.

PAPI is the largest sociological research programme in Viet Nam, which focuses on efficiency and quality in implementing policies and providing public services of local government based on evaluation and experience of the citizens with data annually conducted.
