Bac Giang ranks in national leading group for PAPI 2018

(BGO) - The 2018 Provincial Governance and Public Administration Performance Index (PAPI) Report was released on April 2 in Hanoi by a joint collaboration between the United Nations Development Program in Vietnam and several organizations. The northern province of Bac Giang secured the third position out of 63 provinces and cities, up 23 leaps comparing to 2017.  

PAPI 2018 is assessed basing on 8 indicators. In 2018, Bac Giang province earned 46.83 scores only 0.22 point lower than the top province of Ben Tre and the runner up Lang Son. Meanwhile, Ho Chi Minh city and Hanoi city were in the bottom group in the country.

The local citizens have the administrative procedure done at the One-Stop Shop division in Lang Giang district.

Head of the Administrative Reform Division (Department of Home Affairs) Kieu Phuong said: “The local PAPI 2018 increased dramatically. Most of the contents got higher scores comparing to last year”.

According to the announce report, the public administrative procedure in Bac Giang gained the highest score of 7.7, up 0.54 point while the resident participation at the grassroots level still rank among the leading group in the country in spite of 0.2 point decrease. The public service delivery also earned a high score of 7.37, up 0.31 point.

Over 14,300 citizens randomly selected from all 63 provinces were interviewed for the 2018 PAPI Report to share about their experiences with local government performance. Apart from 6 old indicators, PAPI 2018 had two new indexes of environmental and electronic management.

Especially, this year the Organization board added two new indicators to the assessment, including environmental and electronic management which the province achieved good ranking.

These above results were gained thanks to the provincial synchronous implementation of multi solutions such as boosting up the communication about PAPI’s contents to the local and enterprises; transparently announcing the administrative procedures at the agencies, localities, typically those relating to land clearance and compensation or land use plan.

Additionally, the administrative procedures are regularly inspected and simplified while the provincial Public Administrative Center and the One-Stop Shop divisions of all levels are encouraged to promote the effective operation to facilitate the residents and businesses.

Besides, each locality, sector and department have proactively reformed and well conducted the administrative procedure reform in order to gradually enhance the operation quality and effectiveness of the state administrative agencies.
