Removing several problems

Hung Thinh Bac Giang Construction and Trading Joint Stock Company in Lang Giang district (Hung Thinh JSC) is specialzed at wood processing. After investing to Project “Plywood and wood product processing factory for export”, the company proposed the province to give maximum support of 15 billion VND (640,000 USD) in line with the Government’s Decree No.57/2018-ND-CP on April 17, 2018 regulating the policy and mechanism to encourage invetor to agriculture and rural area (Decree N0.57).

Vice Director of the Department of Planning and Investment (DoPI) Nguyen Van Huong said on January 11, 2021 the province issued decision to approve for the list of investment priority to agriculture and rural area in 2021 – 2025 period that regulated to support the investment of 4 plywood processing and Medium density fiberboard projects so as to attract new investment to districts with specially difficult socio-economy condition (Son Dong, Luc Ngan, Luc Nam and Yen The).

It is forecast that many investors will pour their money into this field in the upcoming time so if the province gave maximum support, the provincial budget could not meet the demand to assist other projects.

Moreover, basing on the instruction from the Ministry of Planning and Investment and balance of capital source, the provincial People’s Committee only gave support of 2 billion VND to this project and Hung Thinh JSC had no more confusion.

Besides, many difficutlies and obstacles of business were removed such as confirming qualified property project for transferring and time for confirming transfer price, site clearance, land leasing, market investment and business among others.

Immediately clearing optional regulations

The above mentioned result proved that businesses’ problems arising during operation have been grapsed and solved. The provincial Business Association (PBA) and Property Association act as effective bridge to deliver the enterprises’ proposals to the provincial leader.

According to the PBA’s Permanent Vice Chairman Nguyen Cuong, dozens of comments were reflected to the PBA in 2022 which were then submitted to the provincial leaders to arrange a meeting to discuss and exchange so as to handle them the most effectively at soonest manner. It was highly evaluated by Chairman of the provincial People’s Committee.

Additionally, the province established working group to assist the company. The provincial departments, sectors and localities hold regular meeting and dialogue to the enterprises. Particularly, the Department of Industry and Trade held talkshow to business in the field of industry and trade with the participation of many foreign companies. This event helped answer many concerning issues raised by the business.

The province will pay due attention to urgently handle some issues under the jurisdiction such as overlapped legal policies and regulations; disqualified officials and public servants; great expectation of business yet to be served…while proposing higher authority to solve the remaining ones.

The province directed the sectors and localities to continue improving the business and investment environmnet, enhancing the provincial competitiveness capability, urgently reviewing to remove optional regulations and simplify the administative procedures.

The officials and public cadre are prohibited to annoy the business. They must timely handle the proposals and recommendations from enterprises and people. All levels and sectors should accompany the enterprises to overcome the difficulties toward the development of the business and Bac Giang province.
