Bac Giang speeds up site clearance for industrial clusters
Most of the ICs invested by enterprises have seen slow progress in ground clearance, technical infrastructure construction and secondary investor attraction.

A survey in Hiep Hoa district shows that the locality has the highest number of ICs with 10 out of 54 in the province. Currently, six ICs have basically completed site clearance and infrastructure construction, attracted investment and been put into operation.
Duc Thang and Doan Bai ICs has been fully filled; while Viet Nhat, Ha Thinh, Hop Thinh and Thanh Van have basically completed site clearance and seen investors registering, with occupancy rate hitting over 80%. Four others are carrying out administrative procedures and site clearance, namely Doan Bai - Luong Phong 1, Doan Bai - Luong Phong 2, Jutech, and Danh Thang - Doan Bai.
According to the Department of Industry and Trade, not only industrial clusters in Hiep Hoa district but many others such as My An (Luc Ngan district), Tien Hung and Vu Xa (Luc Nam district), Dai Lam and Nghia Hoa (Lang Giang district), Dong Dinh, and Lang Cao (Tan Yen district), and Dinh Tri (Bac Giang city)... are about 4-7 years behind schedule. Many ICs have had their implementation progress adjusted, including My An, Dai Lam and Dinh Tri. The delay in the implementation of the IC projects has limited attracting secondary investors, causing waste of resources.
To speed up the implementation of the projects, on January 23, 2021, the provincial People's Committee issued a plan on IC infrastructure investment and construction in the province. After more than 2 years, four out of 25 ICs have completed site clearance, invested in building technical infrastructure, and attracted investment.
Twelve have cleared more than 50% of their area, built technical infrastructure, and attracted investment; while nine others are clearing the ground and carrying out procedures to change the purpose of land use from rice cultivation.
On May 31, 2023, the provincial People's Committee issue Plan No. 93/KH-UBND on investment in constructing infrastructure of ICs invested by enterprises. It requested relevant departments, agencies, localities and units to focus on supporting investors to accelerate the implementation of 12 ICs established before 2022. With drastic measures taken by departments, agencies, district-level People's Committees and investors, site clearance for some industrial clusters such as Tien Hung, Nghia Hoa and Trung Son - Ninh Son has seen many changes.
Bui Quang Huy, Director of the Department of Natural Resources and Environment, said that IC investors need to closely follow relevant units, firmly grasp the decisions, plans and land use planning schemes of the districts and province in order to promptly propose additional approval of plans for land use and conversion of land use purposes at ICs.
The Department of Industry and Trade also proposed the People's Committees of districts and Bac Giang city to coordinate with the investors to actively persuade the people to give land so as to speed up compensation for site clearance; and make specific plans to build infrastructure of the ICs in the locality. The IC investors need to keep abreast of the progress of the assigned tasks, report difficulties and problems they face to relevant authorities for timely solutions; and periodically report the IC construction progress to the Department of Industry and Trade before the 25th of every month.
