The Plan sets the goal to build at least 800 digital technology and digital businesses by 2025 and 1,500 businesses by 2030. To realize this target, the PPC has worked out six specific tasks and major solutions as below:

Firstly, to build and complete policies and mechanism to develop digital technology and digital businesses with priority taken to draw digital technology business, hi-tech firms, e-commercial companies...and research to establish a local centralized information technology industrial park or cluster; support the registration and establishment of new digital businesses; accelerate the development of digital transformation companies comprehensively, effectively and suitably to digital environment; create environment and favourable condition to boost up startup and renovation activities.

Secondly, to develop local digital infrastructure and services in which the information technology and communication infrastructure will be developed into digital infrastructure consistently, stably and flexibly; 4G mobile network is upgraded, 5G mobile network infrastructure is developed; the Local Governance Support Programme (LGSP) is upgraded and developed in the province while building digitalization service linkage database in Bac Giang province by artificial intelligence, provincial digital data storage, facilitating companies to develop infrastructure and solution for payment online transaction in commerce and public service.

Thirdly, to develop “Made in Vietnam” digital product with priority taken to apply digital technology into management of various sectors and fields in science and technology tasks; implement cooperative programmes and join forums of “Made in Vietnam” digital product application and development.

Fourthly, to train digital technology human resources to meet demand of digital technology businesses; intergrate the content of developing digital technology human resource into yearly plan of developing information technology man power; apply digital technology into managing, teaching and studying...

Fifthly, to develop market for digital business and product by organizing promotion activities to draw the technology groups and companies to seek investment opportunities to Bac Giang province; holding event, conference and seminar about technology solution to develop smart urban, digital transformation, digital economic development and business connectivity; enhancing linkage and order to universities, research institute and center to apply digital technology solution to serve the enterprises; assisting at least 100 small and medium businesses in the province to participate in Programme to support small and medium businesses in digital transformation.

Finally, to communicate, popularize and enhance awareness about developing digital technology and digital businesses via programme about digital technology, creative digital economic models while sharing experiences of successful companies from renovated digital business model...

The PPC assigned the Department of Information and Communication to chair the implementation, instruct, monitor, inspect and cooperate with all levels and sectors to realize the Plan. The execution expense will be allocated from the state budget or capital from businesses and socio-economic organizations.
