Bac Giang to soon put new industrial parks into operation

(BGO) - As the existing industrial parks in Bac Giang province have been basically filled, in order to promptly expand the land fund to attract investment, the Prime Minister has recently approved the proposal of the Ministry of Planning and Investment (MPI) to adjust the IP development planning of the province. Bac Giang Newspaper interviewed Dao Xuan Cuong, head of the provincial Industrial Parks Authority (IPA) about the planning, establishment and expansion of industrial parks.

Could you please tell the significance of the adjustment of the province’s IP development planning for the local socio-economic development?

Currently, the total area of the IPs in the province is 1,322 ha. The industrial land in the five operational IPs has been basically rented by secondary investors to build production and business facilities. Of which, the Dinh Tram and Van Trung IPs have been filled; the Quang Chau and Song Khe - Noi Hoang IPs sees about 90 percent of their area filled; and the Hoa Phu IP about 60 percent. The remaining area is being cleared.

The Prime Minister has approved the building of three new industrial parks and the expansion of three existing ones, bringing the total area of industrial park land in the province to 2,477 ha. Specifically, the new IPs are 377-ha Yen Lu in Yen Dung district, 300-ha Yen Son - Bac Lung in Luc Nam district and 105-3-ha Tan Hung in Lang Giang district. The three expanded ones are Quang Chau in Viet Yen district (expanding by 90 ha), Hoa Phu in Hiep Hoa district (85 ha), and Vietnam-Korea in Viet Yen district (148 ha).

To meet the needs of investment attraction and industrial development, on February 23, 2021, the Prime Minister issued Document No. 226/TTg-CN approving the adjustment and supplementation of the province’s IP development planning. Accordingly, Bac Giang will have three more IPs and expand three existing ones in Yen Dung, Luc Nam, Lang Giang, Viet Yen, and Hiep Hoa with a total area of 1,155 ha. This decision is of very important significance, contributing to creating industrial land funds to attract more investors to the province, thus promoting the local socio-economic development.

After getting the approval, how has the IPA given advice on the next steps?

After getting the Prime Minister’s nod, on February 24, 2021, the provincial People's Committee assigned the IPA to coordinate with the Department of Planning and Investment, Natural Resources and Environment, Industry and Trade, and Construction; districts where the IPs are located and related units to give advice on the implementation of the planning.

The Hoa Phu Industrial Park (Hiep Hoa district) will be expanded.

Accordingly, the units advised the provincial administration on the process, order and procedures to shorten the IP investment time. First of all, the province will focus on adjusting district-level land use planning and plans corresponding to the area of the industrial park, while synchronously implementing the IP development planning in combination with social housing projects for workers. The province must have plans to support employment and vocational training for people whose land is recovered. At the same time, it will carry out procedures to invest, establish and build industrial parks in each stage, in accordance with its investment attraction ability and roadmap.

It is expected that by mid-May, the units will recommend the province approve the detailed IP construction planning at the scale of 1/2000. From April to June, they plan to submit to the Ministry of Natural Resources and Environment for approval environmental impact assessment reports. After that, from May to July, it will work to get investment policy approvals, and then issue investment licences and establish IPs. In the next step, the districts will conduct compensation for site clearance, and hand over clean land for infrastructure investors to implement their projects smoothly.

We will join hands with departments and agencies to advise the provincial People's Committee to carefully consider the need for land use and socio-economic efficiency to attract projects using modern, environmentally friendly technology and develop sectoral linkage chains, avoiding wasteful and inefficient use of industrial land. Specifically, priority will be given to attracting projects with an investment rate of 4 million USD per ha or more, and labor-saving projects, with about 300-400 workers per ha.
