The Belt road No 4 project passing two districts of Viet Yen and Hiep Hoa includes a main section of 20.8 kilometers and three subsections with a total length of nearly 14.7 kilometers.

The main route and subsections No.2 and 3 were designed under the third class plain standard with the velocity of 80 kilometers per hour, road base’s width of 12 meters and 11 meter- wide road surface.

According to the provincial Management Board of construction investment for transport projects (PMB), 23 out of 25 bid packages have been executed, in which packages No.1 to 8 were completed in 2017 while the construction contractor for package No.9 (constructing and erecting the main section from Km0+00 to Km20+200 and subsection No.1) was selected and the bid was commenced on March 28, 2018 with 80 percent of construction preparation.

However, Contractor of package No.10 has encountered the difficulties in the geology and small road, leading to obstacles during transportation of the vehicles, materials and equipment; consequently delaying the project schedule.

Instructing at the site, Vice Permanent Chairman Lai Thanh Son acknowledged the efforts made by the local authority and agencies in task implementation and frankly specified the shortcomings directly relating to the bid packages with sluggish progress.

Vice Chairman Son noted that the stormy season is coming; thus the contractors, particularly those are in charge of building Xuan Cam – Bac Phu bridge, should actively coordinate with the relevant agencies and local authority to sufficiently follow the regulated procedures; reinforce the manpower, machine and equipment to accelerate the construction progress and quality to catch up with the schedule while comprehensively ensuring the safety on the dyke, environmental sanitation and transport during the construction.

In addition, the PMB was assigned to guide the contractors to plan the weekly construction schedule, timely solve the arising issues and propose the authorized agencies to handle the serious matter. Whereas the consultancy supervisor should seriously follow all procedures for acceptance, ensuring the honest, objectivity and legal obedience as the schedule.

Besides, the local authority should coordinate and support the contractors in solving the difficulties and obstacles so as to well ensure the social security and facilitate them in construction.
