Environmental sector promotes solidarity, contributes to local socio-economic development
Its achievements have been made thanks to the leadership of the provincial Party Committee, People's Council and People's Committee and the Ministry of Natural Resources and Environment, as well as with the coordination and support of agencies, sectors and units.

On November 10, 2003, the Chairperson of the provincial People's Committee issued Decision No. 87/QD-UB to establish the DNRE.
Right after its establishment, on the basis of inheriting and promoting the rich tradition of state management in predecessor fields such as land, minerals, environment and hydrometeorology, the department quickly consolidated its organizational structure and developed a multi-sectoral and multi-field state management foundation.
At the same time, it focused on advising the provincial Party Committee, People's Council, and People's Committee to promulgate many important guidelines, policies, and regulations on natural resources and environment.
In particular, the unit implemented Resolution No. 02-NQ/TW of the Politburo on strategic orientations for minerals and mining industry to 2020, with a vision to 2030, the Mineral Law 2010 and related documents, contributing to unleashing natural resources for development.
Environmental protection has been associated with socio-economic development. When the Environmental Protection Law 2020 took effect, the department advised the provincial People's Committee to deploy the law on a province-wide scale. It has issued many regulations to promptly fix shortcomings in environmental management and protection, aiming for the highest goal of transforming the growth model and protecting people's health.
Determining that environmental protection needs to shift from passive response and remediation to proactive prevention, control, and restoration of the environment and ecosystems, in 2020, the unit contributed to the issuance of Directive No. 17-CT/TU on mobilizing all people to focus on collecting and thoroughly treating waste discharged into the environment by the Party Committee’s Standing Board.
With its suggestion, the provincial Party Committee's Standing Board also issued Directive No. 19-CT/TU dated June 11, 2020 on strengthening inspections to handle violations in land management and use, gradually putting the work into order.

Digital transformation has been promoted on the basis of digital resources, databases of geographical information, land data and remote sensing data towards developing the digital economy of the natural resources and environment sector. Institutional reform, organizational restructuring, reduction of intermediaries, processization of administrative procedures and modernization of the administrative system have been implemented synchronously in association with online management and monitoring, creating favorable conditions for people and businesses.
Identifying human as the decisive factor for development, throughout its journey of construction and growth, the DNRE has always paid attention to training and fostering human resources, thus building a contingent of responsible and professional officials and civil servants with mettle, breakthrough thinking and long-term vision. It has also paid heed to improving the material and spiritual life of workers and implementing policies for them.
The unit's efforts have been recognized by independent organizations and people. The level of satisfaction with public services on land and environment is on the rise. The "land access" sub-index of the 2021 Provincial Competitiveness Index (PCI) increased 14 places from 2020. In 2022, Bac Giang rose to 2nd place out of 63 provinces and cities in the PCI ranking, with the “land access” sub-index continuing to earn a high score.
