He was twice a member of the Party Central Committee and of the National Assembly and once a member of the Politburo, the Communist Party's decision-making body.

He served the Academy of Finance in Hanoi for 22 years, holding several senior positions including head of the Accounting Department and deputy principal of the academy in charge of training affairs.

From 1986 to 1990 he was a research fellow at the University of Economics in Bratislava, Slovakia.

He was appointed deputy head of the State Audit Office of Vietnam in July 2001 and its head in 2006.

He was minister of finance from August 2011 to May 2013 and head of the Central Economic Commission from December 2012 to April 2016, and was deputy prime minister from April 2016 until the National Assembly officially dismissed him from the position in June 2020.

He became Party Secretary of the capital replacing the disgraced Hoang Trung Hai, who received a warning from the Politburo for violations at state-owned steel company TISCO (TISCO II project).

Minister of Science and Technology Chu Ngoc Anh, 55, has been reelected deputy secretary. He is also chairman of the Hanoi People’s Committee, taking over last month from Nguyen Duc Chung, who faces a criminal investigation.

Three more new deputy secretaries were elected at the congress, Nguyen Ngoc Tuan, currently the deputy chairman of the People’s Council, Nguyen Van Phong, head of the committee’s propaganda department, and Nguyen Thi Tuyen, head of its public relations department.

The Hanoi Party Congress wraps up on Tuesday.
