Mobilizing resources for ethnic minorities and mountainous ares

(BGO)- On 17 April, the provincial National Assembly delegation  of Bac Giang province supervised the implementation of the national target programme on sustainable poverty reduction in ethnic minorities and mountainous areas  in Bac Giang province in the period from 2012 to 2018 at the provincial People’s Committee. Tran Van Lam, Deputy head of the provincial National Assembly delegation headed the supervision

Thanks to the resources allocated by the central Party and State and particular policies of the province, the ethnic minorities and mountainous areas have basically changed where the people’s quality of life has been gradually improved without any households suffering from famine while the poverty rate has been dramatically decreased meeting and exceeding the targets.

At the meeting, the participants stressed the gained results while discussing to identify some shortcomings such as the growth inequality among the areas and ethnic groups, the high poverty rate of the ethnic minorities taking 35.9 percent of the total poor households in the province and late implementation of the Central’s guidance document to the localities.

Besides, a number of grassroots party committees and governments do not pay due attention to directing poverty reduction while some officials and people do not make efforts to overcome difficulties but they wait for support from the Government.

In response to opinions of some delegates regarding the shortcomings in supporting implementation of the poverty reduction models, representative of the provincial Department of Agriculture and Rural Development, Department of Labour, Invalids and Social Affairs suggested integrating policies and assigning appropriate authorities to combine the resources. Besides, it is necessary to choose appropriate subjects, seedlings and breeds.

At the supervision, Le Anh Duong proposed the delegation to voice at the National Assembly about restructuring based on integrated policies focusing on 5 key issues including traffic, land for production, loan credit (for production, creating jobs, housing improvement, vocational training and labor export), investment in infrastructure ensuring water supply for production and living, education and medicine.

He stressed, it is necessary to change from giving mechanism into conditional loans with counterpart while overcoming the shortcomings in fund allocation and focusing on infrastructure development.

In his conclusion, Tran Van Lam requested the provincial People’s Committee to continue allocating resources to the ethnic minorities and mountainous areas. Particularly, it was required to provide special supporting policies to the area of Cam Son Lake helping local people to alleviate poverty and provide training in management skills to the officials in the disadvantaged areas.

Besides, it is necessary to supervise reviewing poor households ensuring accuracy and equality while paying attention to mobilizing investment resources to the ethnic minorities and mountainous areas. It is essential to provide mechanism to attract investors to the localities creating jobs for rural laborers. It is requested to pay attention to forest protection and preservation of the special cultural values of the ethnic minoritiy groups.
