Prime Minister issues Directive on child protection

Prime Minister Nguyen Xuan Phuc on May 26 signed the issuance of Directive No.23/CT-TTg on strengthening measures to ensure the safeguarding of children's rights and child protection.

The Directive emphasised that over recent years, the Party and State have paid attention, managed and directed the guardianship of children’s rights in general and child protection in particular, achieving many important results.

This has made positive changes in the system of policies and laws on children and as such, the mechanisms to protect children have been basically fully brought up to date.

However, a number of problems related to children are still prevalent, including violence, sexual abuse, cyberbullying, accidental death, injury, child labour, malnutrition, safety and hygiene in schools, children dropping out of schools and a lack of basic cultural and sport institutions for children.

In order to strengthen the implementation of all regulations to ensure children's rights and interests are protected, the PM instructed ministries, agencies and People’s Committees at all levels to strictly abide by all provisions of the law on children, while regularly reviewing, recommending and completing policies and laws in the area.

The Directive also stressed innovation in communications, especially prioritising the timing and duration of broadcasting programmes on the policies and laws related to child protection.

In addition, heads of agencies, organisations and localities must bear responsibility for children’s deaths due to accidents, serious violations of children's rights, violence and sexual abuse, homeless and not supporting, intervening and promptly handling cases involving the violation of children's rights.

The Director emphasised strict punishment of agencies, organisations and individuals, including parents and caregivers of children, should they violate laws regarding the protection of children, especially child abuse.

The PM also encouraged the enhancement of inspection and examination procedures related to the implementation of the provisions on children.
