Supporting development of ethnic minority-inhabited areas

(BGO)- With many support mechanisms, in recent years, infrastructure and life of people in ethnic minority-inhabited and mountainous areas of Bac Giang province have made positive changes, with the poverty rate falling year on year. In order to continue to support these difficult areas, in the 2021-2025 period, the Government and the province will continue to prioritize allocating resources for them, creating momentum to narrow the gap between the regions.

Hamlets are changing

Visiting Roc Nay hamlet of Cam Dan commune, one of the villages with special difficulties in the province, we witnessed the joy of local people when Mo Dong tunnel is being urgently constructed and scheduled to be completed later this year.

From investment support for villages and hamlets in special conditions according to Resolution No. 12/2018/NQ-HDND of the provincial People's Council, this year, Mo Dong tunnel is being built at a total cost of 1.5 billion VND (66,152 USD). At the same time, the Son Dong district People's Committee has arranged more than 2 billion VND (88,200 USD) to build a tunnel in Trai Rang village. The two projects are currently under urgent construction.

According to statistics from the provincial Committee for Ethnic Minority Affairs, in the 2016-2020 period, from the capital of Programme 135, the villages and communes in special difficulties and communes in the safety zone were provided with over 452 billion VND (19.9 million USD) to invest in upgrading 1,133 works. 

More than 39,000 poor households were supported to develop production and diversify their livelihoods. From the specific policy according to the Resolution of the provincial People's Council, this period, the province spent 72 billion VND (3.17 million USD) building 28 irrigation and 33 traffic works in 52 villages and hamlets.

Assessments show that the works have proven effective, helping people escape from poverty (the poverty rate in the villages decreases by 4.16 percent per year on average). In Vinh An commune (Son Dong), from the Programme 135 fund, a road through Phu Hung and Hiep Keo villages to the residential area of Lua street, An Chau township was built, facilitating people’s travelling and connectivity for development.

From the support under the Resolution of the provincial People's Council, the project to renovate and repair Hoa Lai tunnel and build 1.5 km of canals has been implemented, becoming a "push" for 125 households in Dong Man village, Vo Tranh commune (Luc Nam district) to develop the economy and increase income.

Ready to welcome new wind

For sustainable development, the Government developed a national target programme for socio-economic development in ethnic minority-inhabited and mountainous areas for 2021-2030.

Immediately after the programme was approved, the provincial People's Committee prepared a draft implementation plan for phase 1 (2021-2025); proposed the Committee for Ethnic Minority Affairs to select Son Dong district for pilot implementation.

To welcome a new wind to the ethnic minority-inhabited and mountainous areas, the provincial People's Committee has planned to invest in projects using the development investment capital of the programme in 2021 and 2022.

The province will focus on building concentrated domestic water supply works; building works in communes and villages with special conditions; renovating and upgrading roads to communal centers; upgrading markets; building boarding and semi-boarding schools for ethnic minorities; renovating special national relic sites and upgrading communal health stations.

Along with support resources, the province has developed its own investment policy for ethnic minority-inhabited areas such as providing investment in the construction of 65 underground works and eight bridges in ethnic minority-inhabited areas with a total investment of 150 billion VND (6.6 million USD); providing additional financial support equivalent to 30 percent of the base salary per semi-boarding student per month and 20 percent of the base salary per boarding student per month).

Vi Thanh Quyen, head of the provincial Committee for Ethnic Minority Affairs said: “When the national target programme for socio-economic development in ethnic minority-inhabited and mountainous areas is implemented, people in these areas will have more resources for development. Along with the support policies of the Party and the State, local people should be more proactive in applying technological advances to bring new plants and animals of high economic value into production basing on the conditions of each locality and contribute efforts to improve infrastructure, thus narrowing the gap with the lowland areas”.
