Upgrading PCI: Taking businesses as the center

(BGO) - Determining that upgrading the Provincial Competitiveness Index (PCI) plays an important role in improving the business and investment environment, the People's Committee of Bac Giang province always pays attention to improving this index. In particular, in 2022, the province will focus on directing departments, agencies and localities to develop detailed plans with breakthrough solutions to raise the scores of sub-indexes, especially those with low scores.

Shortening time for processing documents, inspecting businesses

In 2021, the province ranked 31st out of 63 provinces and cities in the PCI. Although the total number of points increased, the ranking dropped by 4 places compared to the previous year. In 2022, Bac Giang strives to rank at least 25th out of 63 provinces and cities and in the group of localities with "quite good" quality of economic management on the national rankings.

Striving to achieve the set goals, following the direction of the provincial People's Committee, many departments and agencies have built detailed plans and taken new ways to improve the scores of the sub-indexes, especially those with low scores. According to Nguyen Cuong, Deputy Director of the Department of Planning and Investment, his unit was assigned to be the one in charge for implementation.

To create favourable conditions for enterprises, the department set out a plan to shorten the handling time for a number of sub-indexes. For example, the enterprise establishment registration time is reduced to less than or equal to 5 days, 4 days less than the previous year; and the time for changing business registration content is cut down to less than or equal to 4 days.

Similarly, the Department of Natural Resources and Environment has coordinated with relevant departments, agencies, districts and cities to create favorable conditions for enterprises to access land and implement investment projects. Previously, the application for land allocation or land lease without auction for projects must be submitted to a competent state agency for approval. The handling time for applications for land allocation or land lease by those who are foreign organizations or foreign-invested enterprises is now only 20 days instead of 35 days as before.

Regarding the implementation of the time-cost sub-index, the provincial Tax Department shortened the tax inspection time to less than 4 hours per unit instead of 4-5 hours per unit as before. Similarly, the provincial Police conducted focal inspections on enterprises.

Many new solutions

With the goal of creating strong and synchronous changes in departments, agencies and localities in upgrading the PCI, the provincial People's Committee has implemented many new solutions. After organizing a provincial-scale conference to analyze and evaluate each sub-index, in early July, it issued a plan on improving the PCI. The province requires relevant departments and agencies to develop detailed plans and have solutions to raise the scores of their assigned sub-indexes.

The units are requested to change their behavior towards businesses in the spirit of "friendly, listening, empathetic, dedicated"; cut at least 30% of the time for handling administrative procedures compared to current regulations, especially those directly related to investment, production and business activities.

Along with the above solution, Chairman of the provincial People's Committee Le Anh Duong asked the heads of departments, agencies and localities not to shout slogans but take specific actions; increase responsibility in providing information and respond to enterprises' petitions when required to ensure transparency.

The heads of departments, agencies and localities that do not perform well the sub-indexes, affecting the PCI ranking, will bear responsibility.

In order to promptly remove difficulties and obstacles of enterprises, the provincial authorities as well as departments, agencies and localities have innovated methods of meeting and contacting with enterprises. Not only holding direct dialogue through conferences, they organize a programme entitled “Entrepreneur Café” to listen to businesses' difficulties, thereby taking timely solutions.
