Vietnam's cabinet reduced to 14 ministries after government restructuring
The National Assembly passed a resolution on government organization overhaul on Tuesday to reduce Vietnam's cabinet structure to 14 ministries and three ministerial-level agencies, a drop of five from the beginning of the NA's term in 2021.
As part of the restructuring, the Ministry of Construction has been formed by merging with the Ministry of Transport. The new ministry inherits most functions of the two former ministries, while the responsibility for driver's license testing and issuance has been transferred to the Ministry of Public Security.

The Ministry of Agriculture and Environment has been established by merging the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment.
It inherits their existing responsibilities and takes over poverty reduction management from the Ministry of Labor, Invalids, and Social Affairs.
The Ministry of Science and Technology has been formed by merging with the Ministry of Information and Communications. While most of the responsibilities of both ministries remain intact, press and publishing management has been transferred to the Ministry of Culture, Sports, and Tourism.
The Ministry of Home Affairs has been merged with the Ministry of Labor, Invalids, and Social Affairs. It now oversees labor policies, wages, employment, social security, and equal rights, alongside its previous responsibilities.
Vocational education has been shifted from the Ministry of Labor, Invalids, and Social Affairs to the Ministry of Education and Training. Social protection, child welfare, and anti-social evils management have been transferred to the Ministry of Health. Drug rehabilitation and post-rehabilitation management are now under the Ministry of Public Security.
A new Ministry of Ethnic and Religious Affairs has been created by restructuring the National Assembly's Committee for Ethnic Minority Affairs and incorporating religious management functions from the Ministry of Home Affairs.
The Ministry of Finance has been established by merging the Ministry of Planning and Investment with the Ministry of Finance. It also inherits functions from Vietnam Social Security and assumes ownership responsibilities over 18 state-owned enterprises previously managed by the NA's Committee for State Capital Management.
The government retains several ministries and agencies, including the Ministry of National Defense, the Ministry of Public Security, the Ministry of Justice, the Ministry of Industry and Trade, the Ministry of Culture, Sports, and Tourism, the Ministry of Foreign Affairs, the Ministry of Education and Training, the Ministry of Health, the Government Office, the Government Inspectorate, and the State Bank of Vietnam.
To facilitate the administrative transition, the National Assembly Standing Committee has approved an increase in the number of deputy ministers and vice heads of ministerial-level agencies at several units.
This government overhaul is part of Vietnam's efforts to streamline administration, enhance efficiency, and optimize resource allocation while maintaining essential state functions.
