Vietnam urged to relax visa procedures for foreign experts

Foreign experts coming to Vietnam for special scientific missions, with durations under three months, should not need work permits and state their purposes for entrance, the Ministry of Science and Technology proposed.

In a draft for a resolution on science, technology and innovation policies, the ministry proposed for foreign experts entering Vietnam for less than three months, who come to resolve complex technical issues or to perform special missions on science and technology, to be freed from applying for work permits.

Additionally, these scientists will also not be required to provide documents to state the purposes of their visits.

Foreign nationals, experts and investors helping Vietnamese startups can be granted visas of up to two years, and they can extend their visas if they establish startups in Vietnam, or if they receive promises of investments from startup investors, among other criteria.

They must not have criminal records, their passports must have at least two years left, and they must prove to be financially capable to pay for their living expenses and run businesses while living in Vietnam, according to the proposal.

The ministry said there has yet to be strong enough policies to attract talented foreign and Vietnamese experts abroad for scientific and technology missions, especially in fields where Vietnam lacks personnel. Difficulties in granting visas and work permits are among contributors, it added.

Currently, foreign experts working in Vietnam must either have passports or other documents for international travel. They must also have been invited by individuals and organizations in Vietnam.

Foreign investors must have documents to prove their investments in Vietnam, and foreign workers must have work permits.

The draft resolution is expected to be presented before the National Assembly to be passed at a meeting taking place from Feb. 12 to 18.
