At the meeting, Tran Tuyet Minh expressed her impression about the outstanding results of Bac Giang province in socio-economic development, administrative reform and digital transformation. She added, the leaders of Binh Phuoc province also defined administrative reform as one of the 3 breakthroughs for socio-economic development, which they have paid high concentration in the direction and leadership.

The participants from Binh Phuoc province expected Bac Giang province to share experience in the models “Friendly authority”, “Dedicated and friendly police for the sake of the people”, “Quick Friday” and “Non-appointment Monday” and the regulation of the provincial People’s Council on reducing charges and fees to implement online public services.

Representatives of the relevant departments and agencies of Bac Giang province discussed and shared their experience based on their functions and duties. Particularly, Bac Giang province piloted the “Friendly authority” model in 2021 in the districts of Tan Yen, Luc Nam and Bac Giang city. This model has been expanded in the entire province by the end of 2022.

In order to enhance the efficiency, the Department of Home Affairs advised the provincial People’s Committee to issue the set of scoring criteria on the model and start rating in 2023.

Besides, the models “Quick Friday” and “Non-appointment Monday” in Bac Giang city have been implemented after reviewing and granting the list of administrative procedures which can be handled within a day since receiving enough valid dossiers. As a result, the time to deal with the procedures can be reduced from 1 to 2 days.

For the inspection work, the Department of Home Affairs annually collaborates with related agencies to issue monthly inspection plan in the 3 contents including administrative reform, ISO and digital transformation. Besides, Bac Giang province established 2 unexpected inspection teams to check implementation of public services. The implementation result of administrative reform is a criterion to evaluate the head of the agencies yearly.

Regarding the apparatus organization, Bac Giang province requested every department and the district-level people’s committee to arrange a person in charge of information technology according to the job position scheme.

In order to increase the rate of online dossiers, Bac Giang has effectively promoted roles of the community digital technology teams and the youth union while strengthening advocacy on mass media and social network platforms.

Addressing the meeting, the provincial permanent Vice Chairman of Bac Giang province Mai Son expected both provinces would continue cooperating and sharing in various fields.

On the same day, the delegation of Binh Phuoc province visited the provincial Center for public administrative services and the one-stop-shop division of Tho Xuong ward in Bac Giang city.
