Bac Giang and KOICA sign MOU on vocational training
BAC GIANG - On April 18, the People's Committee of Bac Giang Province and the Korea International Cooperation Agency (KOICA) formalized a partnership through a Memorandum of Understanding (MoU) aimed at enhancing vocational training and employment prospects for vulnerable groups in war-affected areas and Vietnamese youth by supporting the Vietnam-Korea College of Technology (VK Tech) in Bac Giang to develop talent and skilled labor.
The signing ceremony was attended by Mai Son, Standing Vice Chairman of Bac Giang's People’s Committee; Lee Byung Hwa, KOICA Country Director as well as senior officials from Bac Giang’s Department of Finance, Department of Education and Training, the Provincial People's Committee Office and the VK Tech.

This MoU marks a critical step in strengthening the cooperation between Vietnam and South Korea in general and between Bac Giang province and KOICA in particular.
The project will be funded by KOICA with a non-refundable grant of up to 7.5 million USD in addition to counterpart funding from Bac Giang’s provincial authorities. The initiative is set to run from 2025 to 2029.

Speaking at the ceremony, Lee Byung Hwa expressed that the signing of the MoU represents a meaningful start in fostering sustainable industrial development and improving employment opportunities for Vietnamese youth.
He highlighted the importance of the partnership as a reflection of the deepening friendship and mutual trust between South Korea and Vietnam.

KOICA's involvement will include the development of educational infrastructure at both the VK Tech and the Vietnam-Korea Industrial Technical College in Nghe An province together with providing vocational training programs aligned with the growing needs of the industrial sector.
The project’s primary objective is to equip young people and disadvantaged groups with the technical skills necessary to enter the workforce, thus improving livelihoods and increasing access to stable employment opportunities.
This programme not only aims to meet domestic labor market demands but also opens avenues for skilled Vietnamese laborers to seek employment with South Korean companies, both within Vietnam and abroad.

KOICA has expressed its hope that this project will serve as a model for vocational training programmes, both in Vietnam and across other Asian countries, supporting the development of skilled technical labor across the region.
At the event, the Standing Vice Chairman of Bac Giang's People’s Committee Mai Son thanked the South Korean government and KOICA for their continued support and expressed confidence that the project would soon be approved and successfully implemented.
He emphasized that the initiative would help position Bac Giang as a leading center for vocational education and contribute significantly to meeting both local and international labor market needs, especially South Korea.
