The Scheme was launched with total cost of nearly 12 billion VND (over 510,000 USD) during this period, including nearly 6.8 billion VND from state budget and remaining amount from beneficiaries. They were local businesses and cooperatives investing to organic farming models that suited to provincial and district farming plan.

Before the Scheme, some organic production models were done in some districts such as organic lychee production in Giap Son and Quy Son communes (Luc Ngan district), organic tea production in Xuan Luong and Canh Nau communes (Yen The district), organic vegetable farming in Thuong Thang and organic pig raising in Danh Thang commune (Hiep Hoa district) among others.

To certify the models and apply full organic production procedure in line with standard TCVN 11041:2017, the Division of Agro-Forestry-Fishery Quality Management (Department of Agriculture and Rural Development) has piloted 6 models, three to grow pomelo, vegetable, tea and three to raise pig and chicken in the districts of Luc Ngan, Luc Nam, Viet Yen and Yen The.

Joining the model, the owners got consultation, instruction and support of necessary varieties, breeds and materials for production. Accordingly, the breeding model was provided 40 percent of the breed cost, 30 percent of the animal food and vaccination cost while the growing model received 70 percent of the cost for herbal fertilizer and plant protection product.

When the product has a certificate of brand registration, the owners will be supported 50 percent of the cost to build collective brand, design or upgrade labels and packages, produce package, labels and stamps for product origin traceability (maximum 240 million VND per product).

Tran Ba Linh, Director of Luc Ngan Fruit Tree Cooperative said he got organic certificate for his products. During implementation, the staff at Division of Agro-Forestry-Fishery Quality Management provided close supervision and instruction.

Also, he cooperated with consultant who supported in technical issue, guided to build fertilizer store and production instruction plates so as to create a scale and order production system.

According to Linh, the most distinguish feature among organic, safe and normal production is the production procedure. Organic production must use no chemical plant protection product and fertilizer, stimulants, herbicides.

Similarly in 2021, family of Hoang Thi Hau in Hong Lac village, Dong Tam commune (Yen The district) was supported to raise two batches of hybrid chicken, each batch of 2,000 heads in line with organic procedure.

Actual proved that after more than 3 years of implementation, the Scheme has gradually changed the mindset and production method from relying on inorganic fertilizers and chemical pesticides to organic production in order to improve food quality and safety, protect the ecological environment and human health.
