Implementing “Five on spot” procedure

To facilitate citizens on demand, the Bac Giang municipal People’s Committee has cooperated with the Department of Information and Communication to post administrative procedures (AP) via QR Code at the One-stop shop (OSS) at all levels.

Official at municipal One stop shop supports citizen to handle the task.

Leader of municipal OSS team Tran Danh Hung said 15 AP QR Codes are posted at the OSS in Bac Giang city representing 15 fields and nine QR Codes of nine aspects at communal and ward levels.

Coming here, the citizen only needs to use smart phone with internet and scan the QR Code to easily search for the information about AP. The OSS offers free wifi to facilitate the citizens in applying information technology.

The municipal OSS is the first district level agency to implements “Five on spot” procedure (receive, verify, approve, stamp, return result).

For nearly two months, thousands of organizations and citizens have been supported to handle the AP in line with the procedure with shorten time, helping both citizens and officials in charge.

Regarding land issue, so far the municipal competent agencies have basically adjusted and digitalised over 80 percent of total documents to put the municipal management software of natural resources and environment document in operation in early 2022 so as to simplify the AP and assist the organizations, individuals to seek information and data.

Investing in infrastructure and piloting digital transformation at ward level

Bac Giang city has focused on building smart urban and striving to be in top ten provincial governed cities nationwide with digital economy accounting for 30 percent of Gross Regional Domestic Product by 2025.

Basically, the land documents of municipal Division of Natural Resource and Environment are adjusted and digitalised to facilitate people on demand of searching and using them.

At the moment, the city is preparing conditions to construct smart control center to serve the task of managing and developing smart urban services together with integrating sensors and applying digital technology into essential infrastructures of traffic and environment among others.

Vice Chairman of municipal People’s Committee Nguyen Huu Dinh shared now the city has mobilized various sources to proceed digital transformation; invest to rapidly develop information technology and communication to meet the demand of organizations, businesses and citizens as well as to build e-government toward digital government, digital economy and digital society.

The city will boost new technology application into agricultural production; invest in smart urban management and supervision center to monitor and control activities; install smart security camera, lighting system and traffic signal at some major traffic points.

Bac Giang city continues digitalizing the archival records of sectors and fields; creating and developing smart application and e-government. After inspecting the Internet infrastructure, the municipal authority invested to erect 62 free wifi routers at public places, OSS, public service center. As schedule, they will be operated in the middle of January 2022 to facilitate the organizations and citizens in information technology application.

Currently, the city has promptly piloted digital transformation model at communal level in Hoang Van Thu ward then widespread to the whole localities.

In December, the Party Committee in Hoang Van Thu ward issued Resolution about digital transformation in the local areas and implemented at all divisions.

Vice Chairwoman of the ward People’s Committee Le Thi Thanh Thao said the ward planned to organize training courses for officials and people about online public services, digital services on Internet; apply digital technology into production and business; use technology on online transaction, hence increasing the rate of locals using Internet on banking service, online shopping, electronic and digital signature on transaction.

Bac Giang continues to improve digital transformation ranking

(BGO) - The Ministry of Information and Communications (MIC) has just announced the ranking of digital transformation at ministerial and provincial levels in 2020 (Digital Transformation Index - DTI). Accordingly, Bac Giang was named in the top 10 provinces and cities in the country. This is good news for the province.
