Resolution No. 233-NQ/TU, dated July 25, 2022 of the Provincial Party Committee’s Executive Board on the policy of rearranging district-level administrative units and developing urban area in Bac Giang province during 2022 – 2025 period (Resolution 233) defined the Project to merge Yen Dung district with Bac Giang city, adjust the general planning of expanded Bac Giang city to meet second class urban criteria before 2025.

To carry out this task, recently, the municipal Party Committee, People's Council, and People's Committee have focused on directing the completion of plans, programs and projects as a basis for expanding the administrative boundaries and classifying expanded Bac Giang urban areas. The priority is taken to direct, make detailed plans of task and implementation with the highest determination.

During the implementation process, the City regularly cooperates with provincial departments and branches; closely coordinates with functional agencies under ministries and central branches to organize conferences, seminars and consult with leading scientists and experts at home and abroad.

The People's Committee of Bac Giang City has chaired and coordinated with the People's Committee of Yen Dung district to make the Project classifying expanded urban area in line with second class urban criteria. To date, Bac Giang urban area has achieved 91.18 out of 100 points, higher than regulations.

Currently, the Provincial People's Committee has submitted a proposal to the Ministry of Construction to appraise the Bac Giang urban classification project of Bac Giang province to meet the criteria for second class urban area then submit to the Prime Minister for recognition.

The Ministry of Construction is reviewing the documents and setting up an inter-ministerial and sectoral appraisal council to conduct field surveys according to regulations.

Now, many roads in Bac Giang City and Yen Dung district that connect the region have been newly opened with synchronous planning of sidewalks, trees and lights together with spacious and modern residential and commercial areas.

Besides the advantages, Bac Giang City also faces difficulties because it is in the development stage, the speed of urbanization is fast, the technical infrastructure and social infrastructure are not synchronized, especially management of urban order, land and environment.

To complete the tasks, Bac Giang City's experience is to proactively coordinate with Yen Dung district, closely follow the planning to implement the contents of the Urban Classification Project.

The localities also mobilize the participation of the entire political system in carrying out tasks, take advantage of capital sources from the Central, Provincial and other support sources to invest in urban infrastructure projects.

To realize the goal of urban greening, Bac Giang City People's Committee invests in a synchronous system of green trees and parks.

After merging, the City will focus on stabilizing the organizational structure; continue to develop urban areas in a green - smart direction, strive to complete the criteria for the first class urban areas before 2030.

The investment resources will be prioritized to build frame technical infrastructure associated with social infrastructure so as to ensure the seamless connection between the current urban area and the newly expanded area in a synchronous and modern direction.

The city targets to build synchronous urban in terms of technical and social infrastructure; overcome the limitations of existing urban areas while calling for socialization of investment in infrastructure, urban services, social housing projects, urban embellishment... to improve people's quality of life.

The city also enhances the investment attraction to build financial centers, banks, hotels, supermarkets and commercial centers according to planning.
