More professional, more friendly and more effective

About 300 to 400 citizens come to the one-stop shop (OSS) of the Bac Giang municipal People’s Committee (MPC) per day to conduct the administrative procedures. Tran Quang Hung, head of the OSS said, “Code of ethics in public services at the OSS is considered an important factor to ensure efficiency at work because this is a place to receive citizens regularly”.

When receiving any complaints from local people related to bad behaviors and attitudes of a public servant, he/she will have to explain to the OSS leaders and be imposed the strict fine by the OSS leaders depending on the faults or violations. Thus, the culture at public offices and ethics in public services have been increasingly improved.

In order to raise the sense of responsibilities of public officials in administrative reform, in early 2017, the MPC launched the action slogan of “more professional, more friendly, more effective” to enhance friendliness of the public officials when working with citizens.

To realize the guidance of the senior agency, a number of agencies, wards and communes have applied different measures to surmount shortcomings in public services. Particularly, the people’s committee of Xuong Giang ward requested their public officials not to annoy people but pay attention to their anxiety.

Nguyen Thi Som, a public servant of justice and civil status said, “I always try to enrich my knowledge and working skills especially in the appraisal of legal document in different fields such as handling complaints and denunciations, handling administrative violation and execution of judgment. Whenever receiving any petition from local people, I spend time studying and meeting plaintiffs, defendants and leaders of the residential group to investigate the case to consult the local people’s committee with proper solutions “.

The communal Party Committee of Dinh Tri commune has provided their own resolution on administrative reform focusing on improving the sense of discipline of their public officials. Particularly, the public officials must obey the regulations on culture at the public offices such as not drinking at noon, wearing name card when working with citizens, formally dressed and having good attitude.

According to the assessment by the Division of home affairs, after one year of implementing the action slogan, the MPC has been highly appreciated by local people while raising awareness of the leaders and public officials.

Firm leadership of local authorities

Bac Giang targets to fulfill the criteria of the first- type city by 2020 with a number of key tasks. Hence, it is essential to improve the quality of performance of the MPC, its wards and communes. In line with positive changes from implementing the action slogan of “more professional, more friendly, more effective”, the local government has proactively renewed their leadership methods to be closer to citizens and local-based leadership.

In implementation of the socio-economic development plan under the guidance of the municipal Party Committee, Bac Giang city has paid attention to carrying out the key projects related to socio-economic and urban infrastructure such as upgrading the 295 road, moving and refurbishing the old apartments, building Dong Son bridge and frontage roads.

The local government regularly holds the meetings and dialogues with local people to remove obstacles in site clearance. Thanks to these meetings and dialogues, public officials could gain more experience while the leaders could supervise and evaluate the performances of the public officials in dealing with their responsibilities and duties.

In order to build up exemplary public officials and party members in coming time, the municipal Party Standing Committee continues requesting local party committees to pay attention to educating the cadres, public officials and party members in ethics and behaviors. Besides, they should provide regular inspection and supervision of public services while strictly handling violations.
