Bac Giang province is located in the northern midland and mountainous region, the gateway to the northeast of Hanoi capital. It has a natural area of 3,895 sq.km and a population of over 1.8 million (ranking 12th in the country). Most of Bac Giang's area is low hills and midland plains.

The Party Organisation of Bac Giang province, through the periods, has always closely followed the general development orientations of the country and applied them flexibly and creatively in practical conditions of the locality, focusing on synchronous development in all three areas: industry, agriculture and services; and harmonious development on all three pillars: economy, society and the environment.

In particular, during the 2015-2020 term, Bac Giang made a breakthrough development, achieving many impressive results in all fields, especially in economy (average GRDP growth of 13.8 percent, in the top group of the country; economy size of 5.3 billion USD, ranking the 16th in the country).

From the practice of directing the agricultural production development in the locality, Bac Giang province has learned the following three lessons:

Firstly, it is necessary to do well planning for the development of production areas, orient production development, shift the structure of crops and animals on the basis of promoting the advantages of each ecological region (with different geographical features, climate, and soil conditions) to build quality specialized and concentrated production areas.

Secondly, the province should constantly innovate the way of thinking in the leadership, direction and organization of agricultural production, changing from traditional, manual and small-scale production to development of concentrated and large-scale commodity production models, promoting mechanization, applying science and technology, and improving productivity and product quality towards the global market.

Thirdly, taking the application of science and technology and the achievements of the 4th industrial revolution as the key solution to create breakthroughs in increasing productivity and quality; doing the good job of building product brands, developing value chains and regional links to expand markets, enhance value and competitiveness, ensuring stable consumption of agricultural products (in recent years, the consumption of Bac Giang agricultural products has always received the attention, coordination and help of other provinces and cities).

The results achieved are encouraging, but the Party Organisation and authorities of Bac Giang province has always grasped the instructions of the Party Central Committee. The Resolution of the provincial Party Congress for the 2020-2025 tenure defines comprehensive development in all three economic fields: industry, agriculture and services, in which agriculture plays a particularly important role and is the foundation to ensure socio-economic development and stabilize people's lives. At the same time, it sets out a number of requirements and key tasks as follows:

Firstly, further enhancing the roles and responsibilities of authorities at all levels in leading, directing, supporting and mobilizing resources for gradually developing a modern and sustainable agricultural economy.

Secondly, promoting the obtained results, continuing to accelerate agricultural restructuring; developing concentrated and large-scale commodity agricultural production applying high technology in line with VietGAP and GlobalGAP standards, and clean agriculture in an organic direction; effectively tapping local strengths in topography, climate, and soil conditions of a midland and mountainous region to continue developing Bac Giang into a key fruit tree growing area of the country.

Thirdly, synchronously implementing solutions to promote agricultural economic development, with a focus on promptly working out guidelines and orientations and issuing mechanisms and policies in line with reality; investing in developing infrastructure for production and processing and attracting businesses to join producing-processing-consumption chains; continuing to focus on the development of key sectors, especially fruit tree cultivation, animal breeding and afforestation for economic purposes.

Fourthly, promoting the application of science and technology, and the achievements of the fourth industrial revolution in production to create a breakthrough development; continuing to pay attention to branding, traceability and development of quality OCOP products, associated with expanding domestic consumption and export markets (focusing on some major markets like China, ASEAN, the US, Japan, the Republic of Korea, EU countries...).

The province will combine the development of agricultural production with new-style rural area building, development of community tourism and eco-tourism in order to create added value and promote the development of a diversified and sustainable agricultural economy.

13th Party Congress mulls over documents
