Bac Giang improves sub-indexes with low scores

(BGO) - Last year, Bac Giang's Provincial Competitiveness Index (PCI) reached 63.98 points, up 13 places from the previous year and ranking 27th out of 63 provinces and cities, but there were still some sub-indexes with low scores. With the determination to improve the PCI this year, the province has implemented many solutions to increase scores of sub-indexes with low scores.

Shortening procedure handling time, providing timely support

In 2020, although Bac Giang recorded an increase in its rankings, there were still five sub-indexes with falling scores, including access to land, transparency, dynamism and pioneering of the provincial government, labor training, and legal institutions and security and order.

Times for handling applications of people and businesses are shortened by departments and agencies.

In order to create a favorable and friendly investment and business environment, based on their functions and tasks, relevant units have focused on implementing solutions to raise the scores of these sub-indexes.

The Department of Natural Resources and Environment takes the main responsibility for performing the land access sub-index. Dao Duy Trong, Director of the department, said that for any enterprise investing in the locality, the first procedure to complete is related to land. 

Recognizing that importance, this year the department plans to raise the score of this sub-index to 6.6 points or more, 0.3 points higher than last year. It has coordinated with relevant departments and agencies, and People's Committees of districts and city to create favorable conditions for businesses to access land and implement investment projects.

The department has also shortened the application handling times for mining enterprises. To complete a mineral exploration dossier, now it takes enterprises only 60 days instead of 90 days as before. The time for settling an application for approval of mineral reserves is also reduced from 180 days to 135 days.

Similarly, the provincial Public Security Agency is in charge of implementing the sub-index of legal institutions and security and order. Last year, this index only reached 4.02 points. In order to raise the score and strive to be in the top five units in the province in terms of competitiveness index at departmental level, this year, the agency carried out a series of measures to support businesses. 

For example, the Director of the provincial Public Security Agency sends an open letter to businesses and people to grasp difficulties and problems facing them, thereby taking timely solutions; the agency opens the column "Information to support businesses" on its website...

Through those measures, the provincial Public Security Agency have been praised by people and businesses for their service. At the end of October, the Ministry of Public Security ranked it 16th out of 63 provincial and municipal public securities agencies nationwide in the Public Administration Reform (PAR) index, up 31 places compared to the previous year.

Clear goals associated with implementation monitoring

With the goal of gradually improving the business investment environment of the province, in the middle of this year, the provincial People's Committee issued Plan No. 242 on improving the PCI in 2021.

Crystal Martin Vietnam Company Limited in Quang Chau industrial park is one of the businesses receiving the open letter by the Director of the provincial Public Security Agency to grasp difficulties and problems to have timely solutions.

The province strives to raise the total score to 66.33 points, up 2.35 points compared to the previous year, in the top 20 in the national rankings (belonging to the group of localities with good economic management quality). In particular, the province has directed the relevant sectors to take solutions to fix shortcomings in performing the five sub-indexes with declining scores.

The provincial People's Committee has required departments and agencies to uphold the sense of responsibility and change the mindset, awareness and attitude of each cadre, party member, civil servant and public employee in serving businesses and investors, moving from the thinking of "allowing" and "licensing" to "serving".

The committee has set a specific score for each sub-index to strive for. According to Chairman of the provincial People's Committee Le Anh Duong, provincial leaders were assigned to take responsibility for the performance of the sub-indexes to promptly have solutions to remove obstacles.

For large projects, the provincial People's Committee has set up a working group who directly advise, guide and support businesses. This year, for the first time, the province established a Japanese investment promotion and support team to give advice and proposals to the provincial People's Committee and its Chairman regarding mechanisms, policies and orientations to solve issues related to the investment environment.

At the same time, heads of departments, agencies and localities have increased their responsibilities in providing information and responding to petitions of people and businesses when required to ensure transparency.
