Implementing the national plan on “building at least 1 million social housing units for low-income people and industrial workers in the 2021-2030 period”, Bac Giang was targeted to complete 12,500 social houses in 2024. In order to reach the target, Bac Giang has been carrying out 14 social housing projects since 2021.

The province finished 2 projects in 2023 with total 2,411 apartments and it is implementing 12 other projects. Of which, 4 projects were granted construction permit and under construction while 8 others are under land clearance process and procedures on land allocation, land lease, environment, firefighting and construction. It is expected to complete about total 28,000 apartments of the 14 projects.

At the meeting, representatives of some investors requested Viet Yen township, competent departments and agencies to collaborate to remove obstacles in land clearance and land handover to investors to speed up the project progress. Besides, some investors requested for detailed guidance on multi-handover of land for investors when the land clearance has not been completed. They also urged connecting the roads from the project areas to the general traffic system.

Based on the opinions and real situation, Vice Director of the provincial Department of Construction stressed the investors need to urgently construct the housing projects which were granted construction permit in 2024 and complete apartments to reach the highest targets in social housing.

For the projects which have been allocated land or land lease, the investors were urged to speed up implementing procedures for environmental impact assessment, firefighting, appraisal of feasibility research report and construction permit to finalize in June 2024 and implement construction to complete the number of apartments under the projects in Q4 2024.

For the projects implemented on cleared land but the land has not been handed over or leased, the Department of Natural Resources and Environment and district-level people’s committees were urged to promptly implement land allocation and land lease for the projects by 30 April 2024.

For those which have not been provided cleared land, the people’s committee of Viet Yen township needs to collaborate with the investors and related agencies to implement land clearance to hand over land to investors to complete projects in the township in 2024.

The Department of Construction will review arising difficulties and obstacles during implementation of the projects to report to Chairman of the provincial People’s Committee for resolution.
