Bac Giang pays attention to human resource training and technological infrastructure for digital transformation
The people’s committee of Bac Giang city requested the provincial Department of Information and Communication to upgrade the transmission line of the data system in quick and stable manner. Besides, this locality urged the provincial People’s Committee to provide mechanism to recruit district-level IT experts and incentive policies for them.

Regarding recruitment of IT human resources, the relevant agencies will arrange appropriate IT experts based on the job placement scheme in accordance with regulations.
As the standing agency in IT and digital transformation of the province, Director of the provincial Department of Information and Communication Tran Minh Chieu urged the province’s public officials to spend more time researching to gradually change cognition and thinking for implementation of digital transformation. Thus, the levels and sectors need to pay attention to employing qualified human resources in IT and building training plans.
Speaking at the event, Mai Son said: Bac Giang became a Covid-19 hot spot in 2021. At that time, the province applied the software of the central ministries and agencies and took initiative to build some software making effective contribution to the pandemic fight. The province targeted to be in top 15 provinces and cities nationwide in the provincial digital transformation index by 2025 but currently Bac Giang ranked 10th in which the digital government pillar ranked 7th out of 63 provinces and cities.

When there are rooms for this sector and other provinces and cities also invested in digital transformation, the province must make more efforts and breakthroughs to secure its ranking. Hence, the top requirement for success of the digital transformation programme is raising awareness of leaders of the local party committees and governments. He requested the Department of Information and Communication to check up then make detailed plans with specific assignments. Besides, the districts and city need to purchase equipment and facilities for digital transformation.
The Department of Information and Communication was urged to collaborate with other departments and agencies to focus on the 6 key tasks in implementation of digital transformation. The Department of Information and Communication and Department of Home Affairs need to revise method of organizing and giving exam questions to recruit qualified IT human resources. At first, it is necessary to concentrate on training the existing human resources, particularly improving qualification of the grassroots-level IT staff. The provincial Vice Chairman ordered to complete IT training plan in March 2022.
