The kidnapper is Hoang Van Nghiem (born in 1986) from Nam Lan 1 village, Y Tich commune, Chi Lang district (Lang Son province).

He put a sickle near the neck of Nguyen Thi Tuyen (born in 1956) in Chien village, controlling her from the field to the home of Nguyen Huu Hai (born in 1952) in Trung hamlet of the same commune. Then he closed the door and continued to threaten the hostage, demanding the public security agency to bring a car and money to him to escape.

Shortly after receiving the news, Maj. Gen. To An Xo, Director of the provincial Police Department, was present at the scene to direct the rescue of the hostage. About 7:40 pm the same day, after more than 2 hours of persuasion, competent forces rescued Tuyen. 

According to initial information from the police, Nghiem had earlier used crystal meth. Due to the illusion, Nghiem imagined that there was a person watching him so he constantly wanted to chase that person. When meeting Tuyen, Nghiem took control of her with the aim of requesting her to take him to a safe place.

Right on the night of September 26, Nghiem was taken to the headquarters of Yen Dung district’s police for investigation.
