Bac Giang smoothly handles administrative procedures after apparatus arrangement

BAC GIANG- Together with the whole nation, the newly established and merged agencies and units in northern province of Bac Giang have quickly come into stable operation since March 1, ensuring smooth and effective performance.

Nguyen Van Tuan in Doi Ngo town, Luc Nam district received enthusiastic instruction by the officials at the provincial Center for Public Administrative Services to deal with the procedures for renewing driver’s license. The dossier was submitted smoothly and quickly, Tuan said.

The officer of the provincial Public Security Department handles the procedure for renewing driver’s license.

Taking over the state management functions and duties related to driving assessments and the issuance of driver's licenses from March 1, the provincial Public Security Department proactively developed a plan to quickly adapt to the process of dealing with the administrative procedures in this field.

Besides, this agency has reinforced personnel from the traffic police department to work at the provincial Public Administrative Service Center to guide and assist citizens.

In implementation of the apparatus arrangement, the provincial Department of Finance and Department of Planning and Investment was merged to establish the new Department of Finance.

The number of administrative procedures under jurisdiction of the Department after the merging is 121 including 107 procedures in investment sector and the others in financial sector.

In order to facilitate handling dossiers, the department arranges 3 on-duty officials at the one-stop-shop division. Although, there is a big number of received dossiers in March with over 1,600 dossiers, they have been handled ahead and on schedule.

The Department of Agriculture and Environment currently has 234 procedures under their jurisdiction. All of the procedures have been updated and announced on its website.

Competent agencies in the districts, township and city are also restructuring the functions and duties. When the new apparatuses come into stable operation, administrative procedures have been received and processed smoothly.

In implementation of the Government’s Decree No 45/2025/ND-CP dated February 28, 2025, the province has 15 authorities and public service units belonging to the provincial People’s Committee, reducing 7 agencies and units, equivalent to 31.8 percent.

After nearly 1 month coming into operation, the departments and agencies of Bac Giang province with new functions and duties have been gradually stablised, providing public services in integrated and synchronous manner.

The Department of Science and Technology has proactively collaborated with other sectors to convert data online, ensuring continuity and safety of information and data.

In order to facilitate the reception, processing, and return of administrative procedure results in the digital environment, the Department has assigned experts to coordinate with related agencies and units to update electronic identification codes, shared dictionary lists and digital signatures for official uses, according to Vice Director of the Science and Technology Department Nguyen Gia Phong.

547 administrative procedures of the merged and rearranged units have been reset and reconfigured to ensure compatibility and synchronization with the National Database on administrative procedures and the Bac Giang provincial administrative procedure settlement information system.

According to the provincial Public Administrative Service Center, this unit has received more than 25,000 dossiers since early March, 98 percent of which were handled ahead and on schedule. Meanwhile, the percentage of online public services reaches 92 percent, higher than the assigned target.
