Bac Giang strives for comprehensive digital transformation
Topping the country in many indexes
In 2022, Bac Giang was in the leading group in the country in many indexes. It ranked ninth out of 63 provinces and cities in the Digital Transformation Index, up one place from 2021; first in the sub-index of state administration modernization in the Public Administrative Reform (PAR) Index in three consecutive years 2020, 2021, 2022; and fifth in Vietnam Information and Communications Index (ICT Index), jumping 24 places compared to 2020.

The scores and rankings show that the province has made outstanding efforts and progress in implementing digital transformation in line with the Government's orientation with its own innovations and ways.
This is the clearest evidence for the implementation of Resolution No. 111-NQ/TU dated June 7, 2021 of the Standing Board of the provincial Party Committee on digital transformation in Bac Giang province in the 2021-2025 period, with orientation to 2030. The resolution defines comprehensive digital transformation on three pillars: digital government, digital economy, and digital society.
In the digital government pillar, the Department of Information and Communications has maintained, managed, and effectively operated the provincial Data Integration Center; the socio-economic information synthesis system; the at-scene reporting system and other relevant systems of the provincial Smart City Monitoring and Operation Center.
Recently, Bac Giang city officially operated the Smart City Operation Center. Bac Giang is one of the first 10 provinces in the country to integrate, connect and share population data between the national population database and the province's information system for handling administrative procedures.
All operating businesses use tax invoices. The province has widely deployed non-cash payments at traditional markets and shopping centers and accepted online payment forms for all types of essential public services, such as electricity, water, tuition, hospital fees, and administrative procedure settlement fees.
Raising digital transformation value
Responding to this year's National Digital Transformation Day (October 10), themed "Exploiting digital data to create value", Bac Giang province has stepped up information work, guiding people and businesses to submit applications and make payments online. Recently, the provincial People's Committee issued a document asking for strengthening communications for increasing the rate of online applications and promoting the implementation of pilot digital transformation models.
According to Nguyen Tien Tu, Deputy Chief of the Office of the People's Council and People's Committee of Bac Giang city, at the one-stop shops of the city's wards and communes, officers and youth union members guide citizens to register accounts, submit documents and handle administrative procedures on the Public Service Portal.
The city has directed departments and agencies to focus on digitizing documents and administrative procedure handling results to develop data and reuse data in implementing administrative procedures and providing online public services, thus improving the operational efficiency of the Smart City Operation Center to serve the direction of the city People's Committee, and perfecting an application serving the people.
In the coming time, according to Nguyen Gia Phong, Deputy Director of the Department of Information and Communications, his agency will continue to advise the provincial People's Committee to develop technical infrastructure to meet digital transformation requirements.
Accordingly, the province will build a modern digital transformation data centre for centralized management, while directing telecommunications businesses to upgrade 4G mobile networks and develop 5G mobile network infrastructure. It will continue to build and develop the province's digital platforms, applications, databases, and shared digital services in the direction of sharing digital infrastructure and digital platforms to ensure the ability to use digital data as well as cyber safety and security.
