Bac Giang synchronously invests in information technology infrastructure to digitalize
Carrying out the digital transformation tasks, in 2022, Bac Giang province digitalized records and settlement results of administrative procedures at the one-stop shop of all levels in the province.

In 2023, the province targets to digitalize all records and settlement results of administrative procedures. To realize it, the organizes, units and localities have invested in digital transformation colleges; strengthened communication, encouragement and promoted the roles and responsibilities of officials and civil servants in performing their duties with the motto "3 clear" (clear people, clear work, clear efficiency).
Currently, the digitization level of Hiep Hoa district is the highest in the province with the rate of 85.6 percent. Pham Van Nghi, Vice Chairman of the District People's Committee said: "From the pilot model of friendly government in Thang town and Bac Ly town, the district directs cadres and civil servants of the remaining communes in the area to study the experience. Early this year, the district supported each commune and town with 150 million VND (over 6,500 USD) to upgrade equipment for digitizing records. As a result, up to now, 23 communes and towns have been renovated and upgraded their facilities and equipment. The working environment has been improved, officials and civil servants have increased their responsibility to perform their duties”.
After defining digital transformation as a key task to the socio-economic development Tan Yen district regularly invests in upgrading the grass roots infrastructure. In 2023, the district spent more than 5.6 billion VND to equip information technology infrastructure at the one stop shop of the district and commune level. Thanks to synchronous investment in infrastructure, the district's digitization level reached 83 percent, among the leading localities in the province.
The results which were publicly announced at the National Public Service Portal for the set of indicators about directing, administering and assessing the serving quality to people and businesses in the online implementation of administrative procedures and public services showed that Bac Giang’s digitization level is among the highest in the country.
Particularly, since the beginning of this year, the digitalization rate of dossiers and settlement results of administrative procedure in the whole province has reached 85.40 percent (2023 target is 100%); the rate of application for electronic results has hit 75 percent; the rate of exploitation and reuse of digitalized information and data has accounted for 42.12 percent. The districts of Hiep Hoa, Tan Yen, Bac Giang city, Luc Nam, Yen The have a high degree of digitization.

According to Nguyen Gia Phong, Deputy Director of the Department of Information and Communications, performing the digital transformation tasks requires localities to actively invest in equipment and train specialized staff in information technology. This is a prerequisite to keep pace with the increasing requirements for effective technology application.
Resolution No. 111-NQ/TU dated June 11, 2021 of the Provincial Party Committee on digital transformation of Bac Giang province in the period of 2021-2025, with orientation to 2030 (referred to as Resolution No. 11) and Digital transformation Plan of the provincial People's Committee clearly stated the responsibility for allocating funds to invest in facilities, machinery and equipment at one-stop shop for digitalizing the records and the settlement results of administrative settlement belongs to the People's Committees of districts and communes.
Each year, the budgets at all levels prioritize at least 2 percent of the total recurrent expenditures for the implementation of activities, programs and projects on digital transformation.
