One of the outstanding tasks that the municipal Party Organisation implemented in the 2015-2020 term was urban development investment. Could you reveal the achievements of the work?

After 5 years of implementing the Resolution of the 21st Congress of the municipal Party Organisation (2015-2020 tenure), Bac Giang city has achieved important and comprehensive achievements in all fields.

The most striking mark of the last term is that the city has built an outstanding urban infrastructure framework connecting the localities of the city and the surrounding districts, creating a driving force for investment attraction and socio-economic development.

The city has focused all resources to invest in developing and upgrading urban and social infrastructure, creating great changes in the urban appearance and landscape. For four consecutive years, the city has been recognized by the Association of Cities of Vietnam as the leading unit in the emulation movement of building bright-green-clean-beautiful urban areas of the Cluster of Northern Midland and Mountainous Provinces.

What lessons has the municipal Party Organisation learned to improve its direction in the coming period?

For urban development, we believe that the most important is the determination of the Party committees and authorities at all levels, especially the role of heads of agencies, units and localities.

Secondly, the planning and management of planning must be scientific, practical, creative and sustainabile, minimizing adjustments.

Thirdly, it is necessary to proactively approach, mobilize and attract large and strong investors to develop key projects. And finally, we must strongly mobilize social investment resources, especially from the people, to build the city.

What are the goals that the city wants to achieve in the next 5 years and what will the people benefit from these?

The 22nd Congress of the municipal Party Organisation has the theme: "Enhancing the leadership capacity of the Party Organisation; promoting the strength of the great unity bloc; stepping up attraction and efficient use of resources; developing Bac Giang city quickly and sustainably towards a green-smart city”. It can be said that, right from the theme, the city has identified the No.1 key task of developing Bac Giang into a green-smart city.

Our goal is to build a synchronous development infrastructure system meeting the criteria of a first-tier urban area, especially the frame infrastructure, and the main goal is to further improve the quality of life of the people.

We set out 12 targets for the period between now and 2025. Specifically, meeting the criteria of first-tier urban area must reach over 80 points (currently 71.5 points); the rate of zoning planning will hit 100 percent; 90 percent of administrative procedures will meet online public service requirements at level 3 and 80 percent at level 4.

What focal tasks and solutions will the city take to realize these goals?

We plan to set out four main solutions to collect feedback from the people and the Congress. Firstly, the city will focus on reviewing and re-evaluating planning and planning management work to make adjustments and supplements according to the orientation of building a green-smart city.

Secondly, urban construction and development will concentrate on such contents as urban landscape greening and economical use of resources, energy and emissions. Priority will be given to attracting projects using modern, energy-saving and environmentally friendly technologies.

Thirdly, the city will prioritise investment in frame technical infrastructure projects and key projects that promote socio-economic development.

Fourthly, it will actively boost communications to raise awareness and self-consciousness of each official, Party member and citizen through specific actions.
