Bac Giang tracks, quarantines all people returning from Bach Mai Hospital
Mobilizing the participation of many forces
In Bac Giang city, right after receiving the written instruction from the Chairman of the provincial People's Committee and the guidance of the Department of Health on the tracking and quarantine of cases returning from Bach Mai Hospital from March 12, 2020, the municipal People's Committee has directed the ward and commune authorities to get involved in the work in time.

The city’s Steering Board for Covid-19 Prevention and Control has requested wards and communes to review and classify those subject to quarantine. According to the lists sent by the Ministry of Health in the past few days, the city has hundreds of people returning from Bach Mai Hospital.
Nguyen Thi Thanh Hong, Director of the Medical Center and deputy head of the municipal Steering Committee for Covid-19 Prevention and Control, said initially, the work faced many difficulties as people had both on-demand and medical insurance check-ups and visited the hospital many times, leading to overlaps.
Many cases had their diseases recorded but not the departments they visited, or the wards or communes they came from, so the tracking took a lot of time. In addition, people who followed to look after, take care of, and transport patients were not listed.
Implementing the motto of "going to every lane, knocking on each door", the steering committees for Covid-19 prevention and control in wards and communes has mobilized many forces to participate in listing and tracking each case to report to higher-level authorities for classification to have suitable quarantine measures.
Le Xuan Truong, Chairman of the People's Committee of Le Loi ward, said that the ward Steering Committee for Covid-19 Prevention and Control and residential areas have intensified dissemination of the situation on loudspeakers so that people could know and implement the declaration.
The local police have coordinated with the residential areas, the front work boards and mass organizations to come to every household with members returning from Bach Mai Hospital to persuade them declare the times of going to and returning from the hospital; number of people having close contact with them, and their health status. As of March 30, Bac Giang city has found 220 involved people.
In Viet Yen, the district Steering Committee for Covid-19 Prevention and Control has developed a declaration form to track people returning from Bach Mai Hospital in association with universal health declaration; mobilized more than 3,000 teachers and education staff to join volunteers in the villages to collect health information of all residents in the locality.
Nguyen Dai Luong, Vice Chairman of the district People's Committee, said that within 36 hours, from the morning of March 30 to March 31 noon, the district completed reviewing all 49,000 households with 206,000 people in 17 communes and townships, taking 67 of them to concentrated quarantine centres and allowing more than 200 others to quarantine themselves at home.
Close monitoring, strict compliance
In order to avoid the people’s dishonest declaration, many localities have taken stronger measures and promoted the supervising role of the community.
As of April 1, the whole province has reviewed, listed, quarantined and monitored the health of 1,636 people who returned from Bach Mai Hospital from March 12, 2020. Of these, 228 have been sent to concentrated quarantine centres; 1,408 are quarantined at their places of residence; and 276 had their specimens taken for testing.
In the coming time, the local steering committees will continue to promote the communication work and strengthen inspection and supervision of quarantined people. They will coordinate with competent agencies to strictly handle cases who do not declare truthfully and implement quarantine measures seriously, while enhancing the supervising role of the community.

At a teleconference with representatives of 10 districts and city to assess their Covid-19 prevention and control and performance of tasks for the next days organized by the provincial People's Committee on April 1, Vice Chairman of the provincial People's Committee Le Anh Duong, deputy head of the Standing Board of the provincial Steering Committee for the Covid-19 Prevention and Control pointed out the risks of the disease entering the province, including the outbreak at Bach Mai Hospital.
He asked localities to strictly follow the Prime Minister's Directive on social distancing and continue to focus on reviewing, grasping, quarantining and monitoring the health of people returning from the epidemic-hit areas, not skipping anyone with epidemiological factors, especially those returning from Bach Mai Hospital.
Specialized agencies also recommend cases under at-home quarantine should strictly follow the guidance of the Ministry of Health.
