In addition to the contents stated in the agreement, Secretary of the Party Committee and Governor of Xaysomboun province Phoikham Houngbounyuang proposed that a district of Bac Giang province be twinned with a district of Xaysomboun province. 

The two sides should hold regular visits and meetings, not just once a year, and cooperate in building the Bac Giang - Xaysomboun Friendship Park, he said. As Bac Giang boasts a large fruit tree area and big domestic and foreign markets, the Lao guest suggested it support Xaysomboun in growing fruit trees.

He also proposed the leaders of Bac Giang province help build the provincial School of Politics - Administration; Ho Lac Muong Park; and Nam Mang irrigation project in Thathom district.

Speaking at the function, Chairman of the Bac Giang provincial People’s Committee Le Anh Duong said that in the cooperation programme between the two provinces, priority is given to the agricultural sector. In the coming time, Bac Giang will send agricultural experts to Xaysomboun to learn about the real situation, thus adjusting cooperation areas to ensure practical and effective implementation.

As the school system of Xaysomboun province is still limited and students still have to study in unsolid classrooms, he said support can be given earlier in this field. Staff training is very important, he said, suggesting the Lao province soon prepare to send cadres to Bac Giang for training. If there is a need for Vietnamese language, Bac Giang will send teachers to help. Duong also stressed that there should be a symbolic work for the friendship between the two provinces.

Concluding the event, Secretary of the provincial Party Committee Duong Van Thai suggested that the leaders of Xaysomboun province regularly pay attention and direct agencies, units and localities to soon implement the signed contents of the agreement. Bac Giang province will also direct its departments, agencies and localities to immediately realize such contents.

He highly agreed on further strengthening exchanges and cooperation, and annually sending working groups comprising not only leaders of the two provinces but also officials of departments and agencies as well as experts. He also agreed with the proposals of setting up a twinning relationship between two districts; supplementing cooperation areas between the armed forces of the two provinces in order to strengthen the ensuring of security and order; further popularizing the relationship between the two countries in general and the two provinces in particular.

Regarding additional proposals, Thai said Nam Mang irrigation work is of strategic significance, making a very important contribution to promoting agricultural development of Xaysomboun province. Bac Giang province agreed to add this content to the cooperation programme, pledging to send experts to survey this irrigation project in the coming time.
