Bac Ninh holds grand ceremony to announce administrative merger resolutions

Bac Ninh – On the morning of June 30, the Bac Ninh provincial Party Committee, People’s Council, People’s Committee and Fatherland Front Committee held a grand ceremony at the provincial convention center to announce central and local resolutions and decisions on merging administrative units at the provincial and communal levels, concluding the operations of district-level units and establishing new Party organisations and local authorities for Bac Ninh province and its 99 communes and wards.

At the ceremony, Nguyen Huu Dong, member of the Party Central Committee and deputy head of the Central Internal Affairs Commission, announced Resolution No. 202/2025/QH15 of the National Assembly on reorganising provincial-level administrative units.

Accordingly, the entire natural area and population of Bac Giang and Bac Ninh provinces are merged into a new province retaining the name Bac Ninh.

After the merger, Bac Ninh province covers over 4,718 square kilometers with a population exceeding 3.6 million. It borders Hung Yen, Lang Son, Quang Ninh, Thai Nguyen provinces as well as Hai Phong and Hanoi cities.

Resolution No. 1658/NQ-UBTVQH15 of the National Assembly Standing Committee on arranging commune-level units in Bac Ninh in 2025 was also announced.

After rearrangement, Bac Ninh has 99 commune-level units, comprising 66 communes and 33 wards; of these, 65 communes and 33 wards are formed through the merger, while Tuan Dao commune remains unchanged.

The Politburo’s Decision to establish the Bac Ninh provincial Party Committee under the Party Central Committee by merging the two Party Committees of Bac Ninh and Bac Giang was announced. The new Bac Ninh Party Committee includes all organisations and Party members of the two former provincial committees.

The Politburo also announced the appointment of the Bac Ninh Provincial Party Committee Executive Board for the 2020-2025 term, consisting of 71 members (33 from Bac Giang, 37 from Bac Ninh, and one newly transferred from Binh Dinh to serve as Chief Judge of Bac Ninh People’s Court). The Standing Committee includes 19 members (8 from Bac Giang and 11 from Bac Ninh).

Nguyen Van Gau, member of the Party Central Committee and Bac Giang Provincial Party Secretary, was assigned as Secretary of the new Bac Ninh Provincial Party Committee for 2020-2025.

Four deputy secretaries were appointed, including Standing Deputy Secretary Nguyen Thi Huong, former deputy secretary and chairwoman of Bac Giang People’s Council; Deputy Secretary Vuong Quoc Tuan, alternate member of the Party Central Committee, former deputy secretary and chairman of Bac Ninh People’s Committee (to be appointed as chairman of the new Bac Ninh People’s Committee for 2021-2026); Deputy Secretary Nguyen Viet Oanh, former deputy secretary and chairman of Bac Giang People’s Committee (to be appointed as chairman of Bac Ninh People’s Council for 2021-2026); Deputy Secretary Nguyen Huong Giang, former standing deputy secretary and chairwoman of Bac Ninh People’s Council.

The Secretariat also appointed the new Bac Ninh Provincial Party Committee Inspection Commission for 2020-2025 with 15 members.

The National Assembly Standing Committee’s Resolution appointed Nguyen Viet Oanh as chairman of Bac Ninh People’s Council for 2021-2026.

The 15th-tenure National Assembly delegation for Bac Ninh included 16 deputies, with Pham Van Thinh, member of the provincial Party Standing Committee and NA deputy, appointed as head of the delegation.

Prime Minister’s Decision appointed Vuong Quoc Tuan as chairman of the new Bac Ninh People’s Committee for 2021-2026, and six vice chair persons were also designated.

The Vietnam Fatherland Front Central Committee announced the conclusion of the Bac Giang and Bac Ninh Fatherland Front Committees’ operations and the establishment of the new Bac Ninh Fatherland Front Committee effective July 1, 2025.

At the ceremony, Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, and chairman of the Party Central Inspection Commission, presented Politburo decisions to the new provincial standing leaders, National Assembly delegation head, provincial inspection commission head and Fatherland Front chairman.

Following the central announcements, Nguyen Thi Huong informed about district Party Committee decisions to conclude commune-level Party Committee operations and decisions by the Bac Giang and Bac Ninh provincial Party Committees to end district-level Party Committee activities.

She also announced the establishment of 99 communal and ward-level Party Committees under the new Bac Ninh provincial Party Committee, with decisions presented to local Party secretaries.

In his speech, Nguyen Duy Ngoc highlighted the ceremony as a politically significant event for the Party, authorities, and people of Bac Giang and Bac Ninh in particular, and the entire political system in general.

He called it a historic milestone, ushering in a new development phase for Bac Ninh after the administrative rearrangement.

He emphasised that the streamlining of administrative apparatuses and establishment of a two-level local government structure by merging two provinces is not merely an administrative move but a strategic step with major political, organisational, and practical implications.

It aims to enhance political system effectiveness and efficiency, create a new development space, leverage the combined strengths of both provinces, and establish new conditions, momentum, and mechanisms for faster, more sustainable development serving the people better.

Ngoc urged newly assigned leaders to uphold responsibility, demonstrate competence, dedication, unity, and dynamism to adapt to new requirements, and to dare to think, act, and take responsibility for common interests, ensuring quick adaptation to their duties.

The ceremony was livestreamed to 99 commune-level locations across Bac Ninh, held in a solemn and dignified atmosphere.

Nguyen Duy Ngoc presented congratulatory flowers to new provincial leaders, while Vuong Quoc Tuan and Nguyen Thi Huong handed Party Committee establishment decisions to local commune and ward Party secretaries.
