IAEA to support Vietnam in restarting nuclear power project
Regarding the restart of the Nuclear Power Project, Deputy Minister Bui Hoang Phuong asked the IAEA to share international experience in master planning, building an implementation roadmap, developing high-quality human resources and selecting strategic technology partners.
A Vietnamese delegation, led by Le Quang Huy, Chairman of the National Assembly (NA)'s Committee on Science, Technology, and Environment, and Deputy Minister of Science and Technology Bui Hoang Phuong, visited the International Atomic Energy Agency (IAEA) headquarters in Vienna, Austria.

The visit was part of the Ministry of Science and Technology’s working trip to Europe from March 24 to 28.
On the Vietnamese side, Ambassador Extraordinary and Plenipotentiary of Vietnam to the Republic of Austria Vu Le Thai Hoang as well as representatives of leaders of some functional units under the Ministry of Science and Technology attended the working session.
Receiving and working with the Vietnamese delegation were the Acting Director of the Department of Nuclear Safety and Security and officers in charge of the Southeast Asia and Asia-Pacific regions at the IAEA.
At the meeting, Deputy Minister Bui Hoang Phuong sincerely thanked the IAEA for its practical support to Vietnam in recent times, especially in training, improving professional capacity, and connecting Vietnam with international initiatives on nuclear energy.
The Deputy Minister also informed of two key issues that Vietnam has been implementing including the draft Law on Atomic Energy (amended) and the plan to restart the Ninh Thuan Nuclear Power Project.
Regarding the restart of the Nuclear Power Project, Deputy Minister Bui Hoang Phuong asked the IAEA to share international experience in comprehensive planning, roadmap development, high-quality human resource training, and the selection of strategic technology partners.
Chairman Le Quang Huy expressed his desire to continue receiving the IAEA's support and in-depth professional consultation on key issues, such as establishing an independent and effective nuclear regulatory agency, developing a licensing process for nuclear power plants in line with international standards, enhancing nuclear safety and security, setting up regular monitoring and inspection mechanisms, and issuing regulations related to nuclear damage compensation.
IAEA representatives highly appreciated Vietnam’s goodwill and commitment to restoring nuclear programmes for peaceful purposes. They pledged to continue accompanying and supporting Vietnam in both expertise and technical aspects.
The IAEA will allocate resources to provide early feedback on the draft revised Law on Atomic Energy and work closely with the Ministry of Science and Technology of Vietnam to prepare detailed content for formal discussions scheduled for April.
In terms of training, the IAEA introduced the Nuclear Security Training Centre and current training models, stating their readiness to send experts to support Vietnam and receive Vietnamese personnel for study and research at the IAEA.
This working session marks an important milestone, strengthening cooperation between Vietnam and the IAEA. It also opens up new prospects for applying nuclear energy in socio-economic development and ensuring national energy security in a safe, modern, and sustainable direction.
