The MoU regulates the process to select and train Vietnamese workers as well as the responsibilities of the agency specialising in sending and receiving workers and the contents of labour contracts with employees.

According to the MOLISA, the MoU took effect immediately after signing, with a term of four years, and it will be automatically extended if either party does not wish to terminate the implementation of the MoU.

This MoU only regulates domestic helpers working in the UAE while the MoU signed between the two governments in 2009 stipulates provisions for workers in all professions.

The MOLISA said that Vietnam began to send workers to the UAE in 1995. Currently, there are about 5,000 Vietnamese labourers working in the UAE, mainly in the fields of construction, mechanics, shipbuilding, and hotel services, with a basic salary of roughly US$450 per month.
