According to the provincial Department of Home Affairs, the departments and
agencies under the provincial People’s Committee and the districts and city are
self-evaluating and scoring their Public Administration Reform Index
(PAR Index) in 2023 on the
software.
Accordingly, the units self-evaluate PAR Index based on the following criteria: leadership, construction and implementation of legal documents in the localities, administrative procedure reform, administrative apparatus reform, quality of the public officials, public finance reform, administrative modernization, percentage of dossiers handled on time and ahead schedule, satisfaction of public administrative services at the one-stop-shop divisions and impacts of public administration reform on people, businesses and socio-economic development.

Besides, more than 2,500 sociological survey papers on PAR Index have been delivered, which is expected to complete by November 30.
The Evaluation Council will appraise and determine the PAR Index of each agency, unit and locality based on the sores on the software and survey results. The PAR Index will be announced in January 2024. Scores of PAR Index is a basis for practical, objective and fair evaluation of the annual public administrative reform performance of the departments, agencies and localities.

Index of industrial production up 0.44% in six months
The index of industrial production (IIP) in the first half of 2023 grew by only 0.44% compared to the same period last year due to decreasing orders, falling demand and rising input costs, according to the General Statistics Office (GSO).

maintaining and improving PAR Index, Satisfaction Index of Public
Administration Services (SIPAS) and Provincial Governance and Public
Administration Performance Index (PAPI) in 2023.

The 2022 Provincial Governance and Public Administration Performance Index (PAPI) Report on Vietnam was released recently by the Centre for Community Support and Development Studies, the Vietnam Fatherland Front’s Centre for Research and Training, Real-Time Analytics, and the United Nations Development Programme.
