As a result, Bac Giang continues to rank among the top performers nationwide in terms of economic growth. This strong momentum is key to ensure that the province meets its 2025 growth targets assigned by the central government.

An overview of the conference. |
The province has asserted its position in the semiconductor industry supply chain, successfully attracting major technology groups and becoming a vital link in both regional and global value chains.
Local departments and agencies have made significant efforts to complete a large volume of tasks, including restructuring the administrative system and resolving bottlenecks and limitations in the economy.
The province’s investment and business environment remains among the most favorable nationwide. In 2024, Bac Giang was recognized as one of the four best-performing provinces and cities in terms of governance quality.
These accomplishments reflect exceptional efforts and pride, laying a solid foundation of confidence and momentum for further progress in the latter half of 2025 and into the 2026–2030 period.
During the dialogue, many enterprises raised concerns about difficulties in administrative procedures related to investment, land use and construction. They urged the provincial government to petition the National Assembly and central government to review and amend legal frameworks that impact businesses.
Responding to these concerns, representatives from relevant provincial departments provided on-the-spot explanations and clarified several issues.
Speaking at the conference, Secretary of the Provincial Party Committee Nguyen Van Gau reaffirmed that provincial leaders, including himself, are always open and ready to engage directly with businesses.
“Enterprises should feel free to meet with me or other provincial leaders whenever they face obstacles or need support,” he stated.
The Secretary emphasized the importance of proactive problem-solving and pledged closer supervision of public service delivery.
He also highlighted the need for local agencies to be more anticipatory and responsive—especially in the lead-up to the potential merger of Bac Giang and Bac Ninh provinces—ensuring that any emerging difficulties faced by businesses are addressed promptly and efficiently.
“Every problem must be resolved—and it must be resolved in a timely manner,” he stressed.

Following the issuance of Resolution 68 implementation guidelines by the Provincial Party Committee, all departments are now required to adopt specific action plans based on the “six clears” principle: clear personnel, clear tasks, clear deadlines, clear responsibilities, clear outcomes and clear authority.
The province is also pushing forward with digital transformation efforts, aiming to cut down processing time, reduce costs, and eliminate unnecessary business conditions.
In closing, leaders of the Provincial Party Committee, People’s Council and People’s Committee reaffirmed their joint commitment to standing by the business community.
They pledged to foster a transparent, fair and open business environment—one that encourages innovation, creativity and contribution from all types of enterprises, regardless of ownership or economic sector.
