Bac Giang makes initial moves in implementing Politburo’s Resolution 57

BAC GIANG- The Politburo’s Resolution No 57-NQ/TW dated December 12,2024 on breakthroughs in development of science, technology, innovation and national digital transformation (Resolution 57) provides a number of major revolutionary viewpoints, duties and solutions on science and technology. Acknowledging its important roles, the northern province of Bac Giang has taken synchronous measures to implement the Resolution. 

Ink agreements with top technology corporations

Director of the provincial Department of Science and Technology (DOST) Nguyen Thanh Binh informed the provincial Party Committee’s Standing Board issued a plan dated February 7, 2025 to communicate and implement Resolution 57.

The delegates participate in the memorandum of understanding signing ceremony on cooperation between the People’s Committee of Bac Giang province and FPT Joint Stock Company.

Accordingly, the province is targeted to be in top 10 leading provinces and cities nationwide in digital transformation and securing its position in top 10 localities in provincial innovation index by 2030.

The province will invest in advanced and modern big data digital technological infrastructure, develop high-quality 5G mobile broadband infrastructure in the entire province, gradually effectively apply artificial intelligence (AI), internet of things (IoT) and big data while attracting technology organizations and corporations to do research and manufacturing in Bac Giang.

In order to speed up the implementation process, the provincial People’s Committee signed cooperation agreements with 4 corporations including Viettel, T&T Group Joint Stock Company, Vingroup and FPT Joint Stock Company. These are top technology groups in various fields, which are potential with qualified human resources in technology and software.

According to DOST, following the signing, the involved parties have quickly taken action.

Currently, the Department of Construction and FPT Joint Stock Company are implementing a smart traffic organization plan to facilitate workers’ travel and ease local traffic congestion in industrial zones during peak hours. At the same time, it aims to ensure smooth travel for officials and workers from Bac Ninh province after the 2 provinces are merged.

They are also coordinating with the National Data Agency to establish a data center in Bac Giang. Other units are currently developing plans to realize and implement the signed agreements.

Prioritize resources

LATON ROSIN Vietnam Company Limited in Viet Yen township applies many new technologies in production.

Since early 2025, the province has reinforced resources to improve IT infrastructure and data system, foster connection among state agencies and allocate fund to build digital transformation data center of Bac Giang province in 2021-2025 period.

It will continue to develop smart city models, digital rural areas and digitalize local cultural heritages. Besides, the province will support enterprises to approach new technologies and provide training in digital transformation.

The province approved the list of public investment projects including the project “investment in widening and enhancing capacity of Bac Giang provincial science and technology application center” worth some 30 billion VND (1.14 million USD).

The province will guarantee stable, smooth and synchronous operation of the information system and shared software after merging agencies and units.

For effective implementation of the Resolution 57, the province will stick to direction of central agencies in science and technology development, innovation and digital transformation.

Besides, the province will spend at least 3 percent of its total annual budget expenditure for science and technology development, innovation and digital transformation and the amount will be increased in line with the development demand of the province, which is an important resource to boost innovation and creativity.

The province also concentrates on applying AI in its priority sectors such as medicine, education, agriculture and social management. It will invest in science and technology infrastructure, establish innovation center and high-tech industrial center to develop key technological and innovation sectors of the province.

A shared data system and sector-specific databases will be built to support governance and socio-economic development.
