Party chief To Lam wants science, technology to be new highlight in Vietnam-China cooperation

Vietnam’s General Party Secretary To Lam has requested Vietnam and China to make technological cooperation the highlight of the two countries’ relationship.

During the talks with China’s General Party Secretary and President Xi Jinping in Hanoi on Monday, Lam said he believed Xi's visit to Vietnam would become a new landmark in the Vietnam-China relations, deepening the two countries’ comprehensive strategic partnership and promoting the development of a Vietnam-China Future Sharing Community.

Lam said Vietnam considers its relationship with China a strategic choice and foremost priority in its foreign policy.

Xi said China has recently organized a plenary session neighborly affairs, which focused on fostering peace, stability and prosperity with neighbors.

In that spirit, Xi said China would resolutely maintain its friendly policies with Vietnam, consider Vietnam as a priority in its neighbor diplomacy policies and support Vietnam’s development.

On the development of the two countries’ relationship in the future, both sides agreed to maintain frequent high-level exchanges and upgrade the strategic dialogue mechanisms between foreign, defense and public security ministries to the minister-level.

Vietnam and China would also establish a railway cooperation committee to boost railway cooperation.

Lam has requested for Vietnam and China to bolster cooperation in digital transformation and science and technology, turning it into a highlight in the Vietnam-China relationship; promote more balanced trade; focus on deploying projects in Vietnam; and supporting Hanoi and major cities in dealing with air pollution.

Lam has also requested Vietnam and China to maintain strategic exchanges and bolster cooperation in vital fields: foreign affairs, defense and security. He also requested for increased connectivity regarding strategic traffic infrastructures, providing the best deals for loans, technological transference and personnel training, as well as ensuring the progress of the Lao Cai-Hanoi-Hai Phong railway project.

Lam hoped for Vietnam and China to reinforce solid social foundations and bolster education, especially for the young generations about the friendly Vietnam-China relationship.

Xi has requested for the two countries to deepen strategic trust, having deep exchanges regarding state management, as well as conducting cooperation for the connection of the "Belt and Road" initiative and the "Two Corridors, One Belt" framework.

Xi has also commended the fact that more and more Vietnamese goods are being exported to China, more Chinese businesses invest in Vietnam, and cooperation in the fields of supply chain, hi-tech, 5G, artificial intelligence (AI) and semiconductors has been expanded.

Both leaders agreed to find effective ways to resolve disagreements appropriately and bolster cooperation on the basis of international law, abide by agreements between ASEAN and China on following the Declaration on the Conduct of Parties in the South China Sea (DOC), and strive to achieve a practical, effective Code of Conduct in the South China Sea (COC) in accordance with international law and the United Nations Convention on the Law of the Sea (UNCLOS).

Following the talks, Lam and Xi witnessed and heard introductions about 45 agreement documents signed by Vietnam and China.

Xi is on a two-day state visit to Vietnam from April 14-15.
