Nguyen Van Phuong, Deputy Director of the DoHA said the Department has coordinated with specialized agencies in the province to review the functions, tasks, authority and procedures for settling administrative procedures so as to not interrupt the settlement of administrative procedures for organizations and citizens in the coming time,

Accordingly, heads of provincial departments, agencies, organizations and units shall proactively study documents on decentralization and authorization to compile a list of administrative procedures and develop a settlement process for each administrative procedure of the agency, organization or unit at the new commune level before June 13, 2025.

Local authorities also proactively organize training for commune-level officials, civil servants and public employees (at specialized departments and Public Administration Centers) to clearly understand and grasp the authority and smooth settlement process of administrative procedures at the grassroots level.

In particular, to well prepare for the first meeting of the People's Council and People's Committee at the commune level right after the new government model is put into operation, the DoHA will prepare a sample project to establish specialized departments and equivalents under the People's Committee at the commune level; a sample working regulation of the People's Committee at the commune level; instructions on arranging the organization, staff, civil servants, public employees, and workers to work at the new commune-level administrative units to help the grassroots facilitate implementation.

As schedule, the central government will organize a national online training conference on the organization and operation of the two-level local government apparatus on June 14 – 15, helping promptly equip knowledge and skills for officials and civil servants, especially new provincial and commune-level officials and civil servants after the arrangement, on the basic issues of the operation of two-level local governments.
