Bac Giang ranks fourth nationwide in provincial competitiveness index
BAC GIANG - On May 6 in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held a ceremony to release the 2024 Provincial Competitiveness Index (PCI) report. The event was attended by VCCI Chairman Pham Tan Cong and Bac Giang delegates including Nguyen Van Gau, Member of the Party Central Committee and Secretary of the Provincial Party Committee, and Nguyen Viet Oanh, Chairman of the Provincial People’s Committee.
According to the report, Bac Giang scored 71.24 out of 100 points, ranking fourth out of 63 provinces and cities, following Hai Phong, Quang Ninh and Long An. The province was among the top 30 localities with the best governance quality in 2024.

Of the 10 component indicators, Bac Giang improved in seven. The highest score was in market entry (8.08 points), followed by legal institutions and public security (7.92), business support policies (7.30), labor training (7.23), land access (6.99), transparency (6.67), and fair competition (6.46). This is the second consecutive year Bac Giang has ranked fourth nationwide in the PCI.
Identifying investment environment improvement and business facilitation as a key priority, Bac Giang has maintained strong direction and implemented multiple administrative reform measures in 2024.
The province has also stepped up dialogue with businesses and citizens, promptly addressing obstacles to promote investment and economic activity. However, some sub-indices declined, including time costs, informal charges, and the dynamism of local government.
The 2024 PCI report was compiled from feedback from nearly 10,000 businesses across Vietnam’s 63 provinces and cities. The annual index helps localities identify challenges facing businesses and develop solutions to improve the business environment.
Speaking at the event, Pham Tan Cong emphasized that the PCI is not just a ranking, but a dialogue between the business community and local authorities. It reflects the real voices of enterprises, enabling governments to take appropriate action.

He noted that since 2016, many provinces have steadily improved their PCI scores. The index serves as a tool to measure governance quality and is an important foundation for economic growth.
Looking ahead, VCCI remains committed to working alongside local governments and the business community to further enhance the PCI.
At the event, VCCI honored the 10 best-performing provinces and cities in the 2024 PCI, including Bac Giang. It also recognized three provinces with the most significant improvements over the past 20 years: Bac Giang, Long An, and Thanh Hoa, with Bac Giang topping the list.
