Bac Giang seizes opportunities to boost socio-economic development
At the 9th meeting of the provincial People’s Council, 18th tenure, reporter of Bac Giang Portal had an interview with Duong Van Thai, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee about socio-economic development of the province in 2019.

In 2019, Bac Giang province achieved breakthroughs in socio- economic development. How do you evaluate the province’ economic panorama this year?
2019 is a significant year for Bac Giang province to reach the set targets of the 5-year socio-economic development plan 2016-2020. In line with advantages, Bac Giang also faced a lot of challenges. To date, Bac Giang has gained comprehensive results in all sectors.
The province’s economic growth rate reached 16.2 percent in 2019, ranking second across the nation preceded by Hai Phong city. The economic and labour structure positively changed towards increasing proportion of industrial sector.
Bac Giang’s income per capita highly increased to 2,620 USD narrowing gap to the national average income. Especially, the economic scale grew by 19 percent.
In line with good production implementation, the province continued boosting market expansion and value chain linkages; hence, the province’s farm produce especially lychee, Yen The chicken and fruit products enjoyed stable consumption market bringing high income for farmers.
In regard to state budget revenue, this is the first year Bac Giang gained over 11,000 billion VND (476 million USD). Otherwise, the province took close control of expenditure in which spending majority of resources for development investment to foster socio-economic development of the province in coming time.
Regarding investment attraction, Bac Giang continues improving investment climate to attract investment especially foreign direct investment (FDI). Bac Giang ranked 6th nationwide in FDI attraction with some 1.1 billion USD in 2019.

Socio-cultural sector gained positive results focusing on good implementation of social security policies.
According to some opinions, in line with drastic management of the provincial People’s Committee, these results were achieved partly thanks to proper resolutions of the provincial People’s Council issued at the meetings. What do you think about this opinion?
It can be affirmed that the results have been achieved firstly thanks to leadership of the party committees and governments at all levels in line with involvement of the levels, sectors, entire political system and people’s consensus.
The provincial Standing Party Committee has provided proper and strategic policies, directions and decisions in which assigning the provincial People’s Committee to advise the provincial People’s Council to promulgate some resolutions on mechanism and policies making breakthroughs for development.
Besides, the provincial People’s Council issued a number of resolutions creating mechanism and motivation for development while attracting social resources for development investment.
Which shortcomings make you concerned most?
The report on socio-economic development of the province in 2019 clarified some shortcomings to be handled in coming time with some arising issues in the province’s concern.
The first is planning and planning management in the province. The current provincial plannings are not in long-term strategies and vision. Thus, they needed adjustment after planning.
The second is state management in the sectors of traffic, industry and urban areas. The province is striving to handle these issues in coming time.

The third issue is domestic waste treatment especially rural waste, which is a matter of concern.
The fourth is ensuring political security and social order. The province is directing to promptly announce the Resolution 813 of the Standing Committee of the National Assembly on merging 40 communes in the province to stabilize the organization and start operation since 1 January 2020.
These are some key solutions the province are directing implementation in coming time. They are enormous tasks requiring involvement of the local governments and entire political system especially people’s consensus.
Despite considerable opportunities offered to Bac Giang, the province still faces a lot of challenges and difficulties. Thus, the province needs to seize opportunities to continue rapid development aiming to become the top province in the northern midland and mountainous region and among good localities nationwide by 2025.
So as to achieve the targets, it requires involvement of the entire political system and people’s consensus with determination and drastic action. It is necessary for the province to exploit its potentials and advantages while surmounting the shortcomings to develop in coming time.
